Asia's widespread financial problems reduced exports of grain from Seattle and Tacoma in Washington State, USA to Russia in 1998. The hundreds of employees at grain elevator and shipping operations at Seattle ports are the world's largest grain traders and operate the huge terminal 86 grain elevator. Fewer grain carrier vessels came to the Seattle port in 1997 and in April the administration of the port gave permission to allow operators to keep the port's share of the dockage fees. Fifty percent of the dockage fees were paid to the Port and also an annual rent of $1 million dollars. There has been some increase in the use of the terminal recently. Grain prices have fallen and also the cost of chartering vessels capable of hauling grain cargo. Now it reduces freight costs to send grain by train to the Gulf of Mexico Ports and then send grain shipments from there to The Russian Far East through the Panama Canal with the low cost vessels.

The port of Seattle has a large perspective in the plans of Palms & Company for export of grain to Russia from the United States, as Russia's economy recovers. It used to be simple when we dealt with only one agricultural ministry in the Soviet Union. Now there is a lot of private ownership in Russia and we have to negotiate with hundreds of indepedent grain buyers. The new Russian buying structure requires more flexible handling and shipping systems in Seattle.

The port of Tacoma elevator has a 3 million bushel capacity. It has railroad capacity the makes it possible to service 20 railroad grain cars of a 100 car train simultaneously. It also handles corn and soybeans

The Port of Seattle Terminal 86 cost $14 million to constryct and has the capability to 4.2 million bushels and is used for corn and beans. It can handle 185 rail cars and unload 3,000 tons per hour by rail and 250 tons per hour by truck. It can load from shipping bins to vessel cargo holds at 3,000 tons per hour. There are also six other export terminals in major U.S. ports and 27 storage facilities along the Mississippi , Ohio and Illinois rivers and 32 more at other locations.
