Project 1 Agricultural Development Project

This project is a joint effort by the Russian Orthodox Church, the Association of Evangelical Christian-Baptists, NCCCUSA/Church World Service & Witness, and the Brethren Service Exchange Programs in

Agriculture to establish a long-term agricultural program in NIS. Particular areas of focus include short-term needs for spring planting, purchase and

rehabilitation of farm machinery, technology, and new livestock. Longer-term needs include consultancy assistance to assess the potential of church and monastery lands and training and experience for agricultural specialists.

Project 2 Medical/Social Service

This project will serve as an information clearinghouse for requests received. Finding and using the most efficient means of responding to needs and monitoring results will be a top priority. Donations will be sought through general church organizations or through individual churches. Specific hospitals and clinics can be designated to receive supplies, and special consideration should be given to church hospitals,clinics and pharmacies the church may

identify and help monitor. One area of concern is for exchanges related to rehabilitation programs for

alcohol and drug addicts.

Arts Travel Seminars introduces arts professionals, collectors and presenters to the most creative

  • independent artists of the CEE and NIS. Travel
  • seminars are custom-designed for US museum and
  • cultural institutions who seek to strengthen cultural ties with the region and assist artists and performers of CEE and NIS to emerge on the world art scene.

    Project 2 ArtsLink

    ArtsLink supports travel and residencies for competitively selected artists and arts administrators from the US and 25 CEE/NIS countries. ArtsLink is administered by CEC as well as by the National Endowment for the Arts, the Trust for Mutual Understanding and the Open Society Fund/Soros Centers for continuing Arts. The ArtsLink Program of CEC provides small grants for U.S. artists to undertake partnership projects with artists in CEE/NIS. Applications are available each fall for spring deadlines.     Project 3 Cooperation in Environmental Education

    The North American Association for Environmental Education, Mendeleev Institute for Chemical Technology and CEC have initiated a project to share information about environmental education in Russia and to promote environmental education, particularly in the secondary schools. Activities include development of teacher training seminars and wide distribution of curriculum materials.

    Project 4 High School Conferences

    The High School Conferences project conducts two-week environmental conferences that give students early lessons in cross-cultural cooperation. CEC matches public and private secondary schools in the US and NIS for ongoing exchanges. The objectives are to enrich classroom learning about the region and to give students international perspectives and skills.

    Gen Purp CDC mobilizes US private sector expertise and resources to assist the countries of the New Independent states

    to build democratic institutions and free market

    economies. Through its volunteer and corporate programs, CDC enlists the aid of American volunteers and corporation who work with their counterparts in the region. The CDC Clearinghouse disseminates information on US nonprofit assistance to Central and Eastern Europe and the New Independent States. Clearinghouse services include the CDC DataBank, CDC publication a Volunteer Registry, and periodic forums and conferences.

    NIS Role CDC's technical assistance programs are specifically

    designed to be responsive to the needs of government, civic, and business leaders in the region. Programs include the Business Entrepreneur Program, which places American business professionals with small and medium-sized businesses in the NIS; the Citizens

    Volunteer Program, which links skilled volunteers who assist municipal governments, nonprofit organizations and universities in the region; and the Corporate Assistance Program, which enlists American

    Project 1 Business Entrepreneur Program

    Through its Business Entrepreneur Program, CDC places US entrepreneurs with experience in starting or

    running a successful business with small and

    medium-sized companies in the NIS that have requested assistance in adapting to market economies. These volunteer Entrepreneur Advisors provide on-site

    assistance to these companies and advise management on a wide range of business issues, such as finance, marketing and restructuring.

    Project 2 Citizens Volunteer Program

    Through its Citizens Volunteer Program, CDC links US volunteers experienced in municipal, nonprofit or university management with local governments,

    nonprofit organizations, and universities in the NIS

    to help strengthen democratic institution-building efforts in the region. These Volunteer Advisors provide on-site technical assistance to their host

    institutions, helping them with issues such as

    regional and urban planning, nonprofit development, and higher education reform.

    Project 3 Corporate Assistance Program-NIS

    Through its Corporate Assistance Program, CDC elicits the direct involvement of US corporations who are willing to provide technical assistance to companies, institutions and government ministries in the region on a pro-bono basis. Corporations can choose to sponsor a senior executive to provide on-site

    assistance for two or more months; to support teams of short-term advisors; to make a financial contribution;

    or to participate in some other way. The purpose here is to tap the vast resources of the US corporate sector and mobilize these resources through well-designed projects in the NIS.

    Project 4 DataBank The CDC collects and disseminates information on more than 700 US nonprofit organizations with an interest in CEE and the NIS. This information is published in CDC's annual "Compendium of US Nonprofit Assistance to CEE/NIS," which is now in its fourth edition. CDC also publishes country-specific Assistance Directories for virtually every country in CEE/NIS. In addition, the CDC publishes over 30 Resource Lists to respond to questions frequently asked by the public on topics of interest in the region.

    Project 5 Forums CDC periodically convenes US nonprofit organizations, universities, and US government agencies to share information on CEE/NIS assistance-related issues. CDC has hosted country-specific forums on Bulgaria, the Baltics, Romania, Kyrgyzstan, and Tajikistan, and has

    hosted issue-specific forums on building market economies and democratic institutions in NIS. Additional country-specific forums and issue-specific

    forums are being planned.

    Project 6 Volunteer Registry The Volunteer Registry is a database of individuals wiling to volunteer their services to CEE/NIS-related programs. Primarily CDC uses the Volunteer Registry to identify individuals for its own volunteer programs. On request, CDC refers individuals from the Volunteer Registry to other US nonprofit organizations for CEE/NIS-based programs. The Volunteer Registry has over 2,500 individuals variety of skills, many of whom speak at lease one CEE/NIS language. Individuals interested in participating in CDC/s Business Entrepreneur Program or Citizens Volunteer Program should contact the Volunteer Registry.

    Project 1 Agribusiness Volunteer Program

    The Agribusiness Volunteer Program is a three-year program that provides 200 technical assistance volunteers to emerging private food and agribusiness enterprises in Russia and Ukraine. The program will also build the local capacity to address the critical post-harvest links in the food chain. This includes retail and wholesale distribution, marketing, transportation, storage, and processing of food. Additionally the program seeks to foster long-term partnerships, investments and trade linkages.

    Project 2 Food Systems Restructuring Program

    The Food Systems Restructuring Program is a four-year program designed to support the emergence of the private food and agriculture sectors in the NIS by catalyzing the constructive involvement of American agribusiness enterprises. The program will emphasize training, technical assistance and other efforts designed to develop human resources and strong partnerships with private agricultural enterprises in the NIS. The project will mobilize over $150 million in private sector resources to provide technical assistance and investment in food systems development activities in the NIS.

    Gen Purp Civic Education Project assists reform efforts in the

    social science departments of CEE and NIS universities by sending advanced graduate students and young professors to teach undergraduate courses.

    NIS Role Civic Education Project (CEP) has offices in 12 CEE/NIS

    countries. The project develops partnerships with universities to provide faculty to teach courses and assist in professional development in the fields of economics, political science, history, sociology, and law. Lecturers assist universities with library development, textbook writing and translation, book donation acquisition, grant writing techniques, and many other areas that deal with enriching the educational system in these universities. CEP sent 120 lecturers to 52 universities in 1993 and is developing programs in Russia and Poland for 1994.

    Gen Purp CIES is a private organization which facilitates

    international exchange in higher education. Under a cooperative agreement with the United States Information Agency, CIES assists in the administration of the Fulbright Scholar Program.

    NIS Role Since 1965, CIES has provided opportunities for

    exchanges of university lecturers and researchers in the US and CEE/NIS. Awards abroad range in duration

    from two to twelve months. CIES also arranges affiliations in the US for foreign scholars nominated by Fulbright commissions of US embassies abroad. Scholars come to US universities for research or lecturing awards of three to ten months.

    Gen Purp CIP facilitates international exchanges with the

    purpose of professional training and personal enrichment. The CIP training program provides a unique combination of training elements that enhance professional skills, refine cross-cultural communication and produce new insights into social service systems of other societies. Each individualized training program contains an internship and professional practicum, academic courses and seminars, and immersion in American society and culture.

    NIS Role CIP, with support from the George Soros Foundation,

    brings mid-career professionals from both the public and private sectors to the US for individualized training programs. Responding to specific requests from overseas, CIP organizes consultations, workshops, and/or technical assistance delegations of American

    professionals in the human services, public administration and private sectors.

    Project 1 Leadership Training Fellowship

    Sponsored by the Soros Foundation and USIA, CIP provides individualized training programs in the US to mid-career public sector professionals from CEE/NIS for a four-six month internship. Training includes social work education, social services management, health care planning and administration, judicial administration housing and community development, and municipal and local public service management. The three training components address practical experience in a real work setting, attendance of academic courses related to the theme of the practicum, and living with American host families.

    that researches corporate social responsibility, environmental issues and conversion to a peace economy. CEP ratings are used by consumers and investors and are intended to stimulate corporations to be more socially responsive. CEP's conversion research is targeted towards government officials, policy makers, academics and ordinary citizens. It provides analysis of the impact of military spending

    and makes recommendations for the transition to a peace economy.

    NIS Role CEP generates briefing papers and puts on policy forums

    on US aid policy and its impact on defense conversion in Russia and the other NIS.

    Gen Purp Counterpart has thirty years experience managing civic,

    social service and economic development projects overseas. Counterpart/FSP Service Centers build autonomous democratic institutions; serve as intermediaries between American and international donor agencies and local NGOs; and facilitate partnerships between US and local NGOs. Counterpart's Rapid Response Teams establish relations with public and private leaders, assess local needs, provide country specific recommendations, and design sectoral programs including social services.

    NIS Role In June 1993 COUNTERPART opened a Service Center in

    Kiev as part of a 3 year project funded by USAID, to serve as a clearinghouse and coordinating function for USAID missions and local and international NGOs. It expects to open additional regional offices in Minsk and Chisnau soon.

    The office offers training programs in project design and implementation, hosts monthly meetings for USAID grantees, promotes partnerships between US and

    Ukrainian NGOs, and helps coordinate USAID-provided disaster relief in the region. The office has also begun a database of more that 100 Ukrainian NGOs. In the coming year the Kiev office will initiate a seed grant program for Ukrainian NGOs.

    Project 1 Counterpart Service Centers

    Counterpart Service Centers act as clearinghouses for technical and humanitarian assistance requests from individuals and organizations in the Ukraine, Belarus and Moldova. They work closely with USAID missions, local governments and private sector leaders to

    coordinate technical assistance and training programs. The Centers facilitate partnerships between US

    humanitarian agencies and development organizations and local nongovernmental organizations. They also offer electronic information, communications and research services to participating organizations.

    Project 2 Volunteer Executive Service Teams (VEST) Counterpart staff lead high level delegations on

    official visits to emerging nations. Participants include US foundations, PVOs, associations, and US State Department representatives who are chosen based upon their expertise in priority sectors identified by the host country. VEST was created as a "rapid

    response" mechanism to foster partnerships between US and foreign NGOs. Trip reports and sectoral technical assistance recommendations are published and

    Project 1 Educational Travel Program

    This project designs and implements educational travel programs which facilitate cross-cultural, face-to-face dialogue and exchange between NIS and American affinity groups. Participants are introduced to their counterparts through an itinerary which includes group study sessions, visits to workplaces, institutions and other areas of common interest. CAN coordinates with the corresponding NIS affinity group in arranging transportation services, guides, sightseeing, special interest and cultural programs. Issues studied have included business, education, ecology, law, criminal justice, architecture, and art.

    Gen Purp Delphi International programs promote the exchange of

    information and expertise among local leaders and professionals from around the world through managerial and technical training programs, educational exchanges, internships, and conferences. This exchange of information has allowed Delphi to build bridges of understanding, cooperation and hope between people, organizations and businesses facing similar challenges.

    NIS Role Delphi International works closely with local

    governments officials, representatives of all the professions, business people, and grassroots community leaders from all parts of CEE and the NIS to provide the information and training needed to address the issues arising from tumultuous change. These collaborative relationships have produced programming managerial training programs for business leaders from CEE/NIS, development programs for local organizations which provide services to communities, and training in

    a variety of disciplines. Delphi has also run conferences in CEE.

    The Center provides a market-based management education to NIS industrial managers. The participants meet local business people and visit factories, stores, and small businesses to learn first hand how operations are handled on a daily basis. Guest speakers cover topics of special interest. This program, by combining management training and corporate internships, ensures professional networking and the chance to build contacts with directors and managers from all NIS republics.

    Initiatives and Action) is a private, nonprofit organization providing direct linkages between grassroots environmental groups in the US and those in CEE/NIS.

    NIS Role ECOLOGIA offers technical, informational and

    humanitarian assistance to nations emerging from the ecological effects of Soviet history. All ECOLOGIA projects have concrete focus designed to help people solve local, regional, national and global problems. ECOLOGIA's support of grassroots organizations promotes the development of democratic decision making skills. Environmental activism provides an important

    pathway to political activism for citizens who have never before participated in political life.

    Project 1 Arts and Environment

    ECOLOGIA has sponsored several environmental film festivals, in which CIS filmmakers and environmentalists traveled to the US to show their documentaries on such disasters as the Chernobyl nuclear power plant accident and the shrinking of the Aral Sea. The filmmakers discussed ecological problems and their use of the arts in creating public awareness. ECOLOGIA is exploring the possibility of a documentary film that would compare the experience of residents at Three Mile Island and Chernobyl, both of whom experienced nuclear accidents.

    Project 2 Children's Environmental Program

    ECOLOGIA arranged for 57 Ukrainian children to visit the US for 100 days in 1993, thereby temporarily escaping the radiation released in the 1986 Chernobyl reactor accident. The children used music and poetry to focus public attention upon unsolved health and

    contamination problems associated with the Chernobyl accident. They helped Americans to understand the global implications of more that 80 Soviet built

    reactors still operating in CEE/CIS. Radiation

    monitoring equipment were supplied to school children in the Byransk region of western Russia. ECOLOGIA expects to replicate this program in 1994.

    Project 3 Citizen's Environmental Monitoring Network

    ECOLOGIA is establishing a citizens'

    environmental-monitoring network in CEE, the Baltics, and at the Aral Sea. ECOLOGIA empowers nongovernmental organizations by providing training and pollution-monitoring equipment that enables them to gather accurate information on local and regional environmental problems. This process is helping to end a long and deadly tradition of government monopolization of information on chemical and radiation problems.

    Project 4 Conferences for Grassroots Leaders

    In April 1990, ECOLOGIA organized the Soviet-American Earth Day

    Conference, involving two weeks of workshops in the US for twenty

    environmental leaders from the CIS and the Baltics. In August

    1991, ECOLOGIA organized its 2nd International Grassroots

    conference, entitled "Green Politics in the USSR and Eastern

    Europe: The Challenge of Electoral Success." This conference

    included leaders from Bulgaria, Czechoslovakia, Hungary, Estonia,

    Lithuania, Russia, Ukraine and Uzbekistan.

    Project 5 ECOLOGIA Newsletter The Newsletter is a bimonthly publication in English, Russian and Lithuanian mailed free to subscribers in CEE/NIS who do not have easy access to convertible currencies. It is also provided to subscribers in the US and to all ECOLOGIA members. The Newsletter is one method of answering information requests for many readers in the more isolated, smaller towns and cities of NIS, especially for those who may not have access to academic libraries and international conferences. In many cases, the Newsletter is their only continual communication with the West.

    Project 6 Information Exchange ECOLOGIA promotes the regular and free exchange of practical information on solving environmental problems at the local level. Grassroots environmental groups from Budapest to Vladivostok send requests for scientific, technical, legal, and citizen action materials appropriate to their unique local conditions and needs. ECOLOGIA is presently developing methods of providing access to information in on-line environmental computer databases for colleges in CEE/NIS. A pilot project conducted with the Sacred Earth Network is establishing satellite information offices in Vilnius, Minsk, Kiev, and Kishinev.

    Project 7 Support for Paper Recycling in the CIS Two grants to ECOLOGIA are funding research into the possibility of constructing an ecologically sound paper recycling factory in NIS that would supply environmental organizations with their own supply of recycled paper, also increasing their ability to publish information and to communicate with the public.

    The organization's members receive a free listing in a global directory, facilitating international contact. Members in the US and Europe can receive assistance in traveling to CEE/NIS at the lowest possible fares, arranging homestays with CEE/NIS Earthstewards Network members, hand delivering letters and packages to friends and family in CEE/NIS, and arranging cultural exchanges, visa assistance, etc. Russian members are invited to participate in all Earthstewards Network international projects, conferences, and workshops.

    Project 2 Vets to Vets Project

    Earthstewards Network has facilitated ten exchanges of Soviet Afghan veterans and American Vietnam veterans. Veterans tour the host country, stay with families, and participate in local activities intended to

    educate about solutions or efforts toward solutions in each country to uniquely veteran problems such as Post Traumatic Stress Disorder programs, prosthetics and wheelchairs manufactures, veteran-owned business, etc. The program is increasingly multinational and global.

    Gen Purp East-West TV helps provide television programs on

    market economics for broadcast in the NIS. These programs demonstrate to national television audiences how a market economy affects their daily lives and how they can function within it. Some programs are instructional, but more often addresses misperceptions and attitudinal problems resulting from life under communism.

    NIS Role East-West TV provides resources, support, and

    management for television organizations in the NIS by arranging for filming in the US, providing relevant Western video material, and suggesting concepts and specifics for program use. Programs based on American videos are put in context by using wrap-arounds in which experienced Russians explain in advance those

    portions that their audience might not understand and discuss afterward the video's applicability in Russia today.

    foreign medical schools to enter residency or fellowship programs in the US. It also sponsors foreign national physicians as exchange visitors in accredited graduate medical education programs and in short-term advanced educational opportunities in the US. The Commission administers the Foreign Faculty Fellowship Program in Basic Medical Sciences and the International Medical Scholars Program.

    NIS Role Nationals from CEE/NIS countries participate in the

    Commission's Foreign Faculty Fellowships and International Medical Scholars programs. The Commission also has test centers in Hungary and Poland.

    NIS Role Esalen's Russian-American Exchange Center (initiated as

    the Soviet-American Exchange Center) has sponsored several hundred citizen-to-citizen exchanges between Soviet/Russian and American Groups and individuals. The meetings have led to deep friendships and innovative working relationships, and have included such fields as psycholoneuroimmunology, ethnic conflict resolution, and entrepreneurship in the developing market economy. The Exchange Center acts as a catalyst for new possibilities rather than specializing in any one field or discipline.

    The underlying assumption of this project is that traditional political and diplomatic methods of peacemaking often fail in longstanding ethnic and sectarian conflict. A primary goal of this project is to identify the political and psychological preconditions of a nonviolent pluralistic democracy by examining the unhealed wounds and the distortions of the polity that resulted from Stalinism. The project will focus on the problems of resolving ethnic conflict and confronting anti-Semitism. Ethnic conflict in the US will also be examined.

    NIS Role FPCF provides business and technical training to

The training programs enable the business person to present his or her company and products to Western investors and to improve the company's operation to meet the needs of current and future customers. Training sessions are designed for three days of group workshop activities followed by three days of individual consultation. The training covers two major units: cost accounting and professional sales and marketing techniques.

    NIS Role FSI USA and FSI Moscow build capacities of individuals

    CSLP identifies individuals throughout the NIS who, through their individual initiative, build

    institutions that support the evolution of a civil society. The program will stimulate citizen awareness of the importance of individual initiative in building democratic institutions. CSLP supports these leaders by providing opportunities for joint work, skills development, and networking. The Civil Society

    Fellows program, a sub-project of CSLP, will provide support to 40 individuals who are building new

    institutions in independent media, charitable and educational organizations, government, business, and agriculture.

    to broadcast quality programming that promotes the development of a democratic society with a healthy market economy. Freedom Channel is a Russian

    initiative, founded by leading Russian dissidents and television professionals. Programming focuses on fundamental principles, primarily "Respect for the individual," necessary for developing a pluralistic civil society.

    NIS Role Programs under the PERSONA logo are broadcast to over

    70 million viewers in NIS. Programs are produced by Russian professionals in a culturally meaningful context. At times, western footage and academic task force guidance may be requested. Topics have included independence of the media, rights of internal refugees, human rights in the gulag, and profiles of major

    dissidents. Young Russian professionals are

    encouraged to work with award-winning producers and are exposed to cross-cultural experiences.

    Project 1 Citizens Freedom Bureau

    Freedom Channel is establishing a Citizens Feedback Bureau to process and analyze the mail generated by PERSONA programming. The Bureau is being modeled on bureaus used by American elected officials. Letter writers will receive prompt responses when applicable letters will be forwarded to appropriate agencies and follow-up initiated. Brochures and other material on various civic organizations will be sent in response to viewers' requests.

    Gen Purp Freedom House is a nonpartisan organization that

    monitors the violation of political rights and civil liberties worldwide and promotes the growth of democratic institutions. Its programs focus on strengthening democratic gains by promoting democratic principles and institutions throughout the world in the face of ethnic, nationalist, and religious conflicts.

    NIS Role Freedom House has focused its efforts on building

    democratic institutions and civic societies in Eastern Europe and the New Independent States. Whenever possible, Freedom House employs the power of technology in the promotion of human rights and democracy. Freedom House is a pioneer in the field of election monitoring, and over the past three years, has monitored and analyzed elections or referendums in Poland, Bulgaria, Kosovo, Serbia, and Russia.

    This program provides the people of the former-Soviet Union and Eastern Europe with the opportunity to see the best Western documentaries in the fields of human rights, rule of law, history, democracy, and free enterprise. Freedom House and Ostankino State Radio & Television have concluded a wide-ranging agreement to provide Ostankino, the largest television station in NIS, with an audience of over 240 million viewers, with such documentaries for public viewing.

    Project 2 Freedom in the World

    This annual survey, Freedom in the World, describes and rates the levels of political rights and civil liberties in every country and related territory around the world.

    Project 3 Geneva Initiative on Psychiatry
