Project 1 Agricultural Development Project

This project is a joint effort by the Russian Orthodox Church, the Association of Evangelical Christian-Baptists, NCCCUSA/Church World Service & Witness, and the Brethren Service Exchange Programs in

Agriculture to establish a long-term agricultural program in NIS. Particular areas of focus include short-term needs for spring planting, purchase and

rehabilitation of farm machinery, technology, and new livestock. Longer-term needs include consultancy assistance to assess the potential of church and monastery lands and training and experience for agricultural specialists.

Project 2 Medical/Social Service

This project will serve as an information clearinghouse for requests received. Finding and using the most efficient means of responding to needs and monitoring results will be a top priority. Donations will be sought through general church organizations or through individual churches. Specific hospitals and clinics can be designated to receive supplies, and special consideration should be given to church hospitals,clinics and pharmacies the church may

identify and help monitor. One area of concern is for exchanges related to rehabilitation programs for

alcohol and drug addicts.

Arts Travel Seminars introduces arts professionals, collectors and presenters to the most creative

  • independent artists of the CEE and NIS. Travel
  • seminars are custom-designed for US museum and
  • cultural institutions who seek to strengthen cultural ties with the region and assist artists and performers of CEE and NIS to emerge on the world art scene.

    Project 2 ArtsLink

    ArtsLink supports travel and residencies for competitively selected artists and arts administrators from the US and 25 CEE/NIS countries. ArtsLink is administered by CEC as well as by the National Endowment for the Arts, the Trust for Mutual Understanding and the Open Society Fund/Soros Centers for continuing Arts. The ArtsLink Program of CEC provides small grants for U.S. artists to undertake partnership projects with artists in CEE/NIS. Applications are available each fall for spring deadlines.     Project 3 Cooperation in Environmental Education

    The North American Association for Environmental Education, Mendeleev Institute for Chemical Technology and CEC have initiated a project to share information about environmental education in Russia and to promote environmental education, particularly in the secondary schools. Activities include development of teacher training seminars and wide distribution of curriculum materials.

    Project 4 High School Conferences

    The High School Conferences project conducts two-week environmental conferences that give students early lessons in cross-cultural cooperation. CEC matches public and private secondary schools in the US and NIS for ongoing exchanges. The objectives are to enrich classroom learning about the region and to give students international perspectives and skills.

    Gen Purp CDC mobilizes US private sector expertise and resources to assist the countries of the New Independent states

    to build democratic institutions and free market

    economies. Through its volunteer and corporate programs, CDC enlists the aid of American volunteers and corporation who work with their counterparts in the region. The CDC Clearinghouse disseminates information on US nonprofit assistance to Central and Eastern Europe and the New Independent States. Clearinghouse services include the CDC DataBank, CDC publication a Volunteer Registry, and periodic forums and conferences.

    NIS Role CDC's technical assistance programs are specifically

    designed to be responsive to the needs of government, civic, and business leaders in the region. Programs include the Business Entrepreneur Program, which places American business professionals with small and medium-sized businesses in the NIS; the Citizens

    Volunteer Program, which links skilled volunteers who assist municipal governments, nonprofit organizations and universities in the region; and the Corporate Assistance Program, which enlists American

    Project 1 Business Entrepreneur Program

    Through its Business Entrepreneur Program, CDC places US entrepreneurs with experience in starting or

    running a successful business with small and

    medium-sized companies in the NIS that have requested assistance in adapting to market economies. These volunteer Entrepreneur Advisors provide on-site

    assistance to these companies and advise management on a wide range of business issues, such as finance, marketing and restructuring.

    Project 2 Citizens Volunteer Program

    Through its Citizens Volunteer Program, CDC links US volunteers experienced in municipal, nonprofit or university management with local governments,

    nonprofit organizations, and universities in the NIS

    to help strengthen democratic institution-building efforts in the region. These Volunteer Advisors provide on-site technical assistance to their host

    institutions, helping them with issues such as

    regional and urban planning, nonprofit development, and higher education reform.

    Project 3 Corporate Assistance Program-NIS

    Through its Corporate Assistance Program, CDC elicits the direct involvement of US corporations who are willing to provide technical assistance to companies, institutions and government ministries in the region on a pro-bono basis. Corporations can choose to sponsor a senior executive to provide on-site

    assistance for two or more months; to support teams of short-term advisors; to make a financial contribution;

    or to participate in some other way. The purpose here is to tap the vast resources of the US corporate sector and mobilize these resources through well-designed projects in the NIS.

    Project 4 DataBank The CDC collects and disseminates information on more than 700 US nonprofit organizations with an interest in CEE and the NIS. This information is published in CDC's annual "Compendium of US Nonprofit Assistance to CEE/NIS," which is now in its fourth edition. CDC also publishes country-specific Assistance Directories for virtually every country in CEE/NIS. In addition, the CDC publishes over 30 Resource Lists to respond to questions frequently asked by the public on topics of interest in the region.

    Project 5 Forums CDC periodically convenes US nonprofit organizations, universities, and US government agencies to share information on CEE/NIS assistance-related issues. CDC has hosted country-specific forums on Bulgaria, the Baltics, Romania, Kyrgyzstan, and Tajikistan, and has

    hosted issue-specific forums on building market economies and democratic institutions in NIS. Additional country-specific forums and issue-specific

    forums are being planned.

    Project 6 Volunteer Registry The Volunteer Registry is a database of individuals wiling to volunteer their services to CEE/NIS-related programs. Primarily CDC uses the Volunteer Registry to identify individuals for its own volunteer programs. On request, CDC refers individuals from the Volunteer Registry to other US nonprofit organizations for CEE/NIS-based programs. The Volunteer Registry has over 2,500 individuals variety of skills, many of whom speak at lease one CEE/NIS language. Individuals interested in participating in CDC/s Business Entrepreneur Program or Citizens Volunteer Program should contact the Volunteer Registry.

    Project 1 Agribusiness Volunteer Program

    The Agribusiness Volunteer Program is a three-year program that provides 200 technical assistance volunteers to emerging private food and agribusiness enterprises in Russia and Ukraine. The program will also build the local capacity to address the critical post-harvest links in the food chain. This includes retail and wholesale distribution, marketing, transportation, storage, and processing of food. Additionally the program seeks to foster long-term partnerships, investments and trade linkages.

    Project 2 Food Systems Restructuring Program

    The Food Systems Restructuring Program is a four-year program designed to support the emergence of the private food and agriculture sectors in the NIS by catalyzing the constructive involvement of American agribusiness enterprises. The program will emphasize training, technical assistance and other efforts designed to develop human resources and strong partnerships with private agricultural enterprises in the NIS. The project will mobilize over $150 million in private sector resources to provide technical assistance and investment in food systems development activities in the NIS.

    Gen Purp Civic Education Project assists reform efforts in the

    social science departments of CEE and NIS universities by sending advanced graduate students and young professors to teach undergraduate courses.

    NIS Role Civic Education Project (CEP) has offices in 12 CEE/NIS

    countries. The project develops partnerships with universities to provide faculty to teach courses and assist in professional development in the fields of economics, political science, history, sociology, and law. Lecturers assist universities with library development, textbook writing and translation, book donation acquisition, grant writing techniques, and many other areas that deal with enriching the educational system in these universities. CEP sent 120 lecturers to 52 universities in 1993 and is developing programs in Russia and Poland for 1994.

    Gen Purp CIES is a private organization which facilitates

    international exchange in higher education. Under a cooperative agreement with the United States Information Agency, CIES assists in the administration of the Fulbright Scholar Program.

    NIS Role Since 1965, CIES has provided opportunities for

    exchanges of university lecturers and researchers in the US and CEE/NIS. Awards abroad range in duration

    from two to twelve months. CIES also arranges affiliations in the US for foreign scholars nominated by Fulbright commissions of US embassies abroad. Scholars come to US universities for research or lecturing awards of three to ten months.

    Gen Purp CIP facilitates international exchanges with the

    purpose of professional training and personal enrichment. The CIP training program provides a unique combination of training elements that enhance professional skills, refine cross-cultural communication and produce new insights into social service systems of other societies. Each individualized training program contains an internship and professional practicum, academic courses and seminars, and immersion in American society and culture.

    NIS Role CIP, with support from the George Soros Foundation,

    brings mid-career professionals from both the public and private sectors to the US for individualized training programs. Responding to specific requests from overseas, CIP organizes consultations, workshops, and/or technical assistance delegations of American

    professionals in the human services, public administration and private sectors.

    Project 1 Leadership Training Fellowship

    Sponsored by the Soros Foundation and USIA, CIP provides individualized training programs in the US to mid-career public sector professionals from CEE/NIS for a four-six month internship. Training includes social work education, social services management, health care planning and administration, judicial administration housing and community development, and municipal and local public service management. The three training components address practical experience in a real work setting, attendance of academic courses related to the theme of the practicum, and living with American host families.

    that researches corporate social responsibility, environmental issues and conversion to a peace economy. CEP ratings are used by consumers and investors and are intended to stimulate corporations to be more socially responsive. CEP's conversion research is targeted towards government officials, policy makers, academics and ordinary citizens. It provides analysis of the impact of military spending

    and makes recommendations for the transition to a peace economy.

    NIS Role CEP generates briefing papers and puts on policy forums

    on US aid policy and its impact on defense conversion in Russia and the other NIS.

    Gen Purp Counterpart has thirty years experience managing civic,

    social service and economic development projects overseas. Counterpart/FSP Service Centers build autonomous democratic institutions; serve as intermediaries between American and international donor agencies and local NGOs; and facilitate partnerships between US and local NGOs. Counterpart's Rapid Response Teams establish relations with public and private leaders, assess local needs, provide country specific recommendations, and design sectoral programs including social services.

    NIS Role In June 1993 COUNTERPART opened a Service Center in

    Kiev as part of a 3 year project funded by USAID, to serve as a clearinghouse and coordinating function for USAID missions and local and international NGOs. It expects to open additional regional offices in Minsk and Chisnau soon.

    The office offers training programs in project design and implementation, hosts monthly meetings for USAID grantees, promotes partnerships between US and

    Ukrainian NGOs, and helps coordinate USAID-provided disaster relief in the region. The office has also begun a database of more that 100 Ukrainian NGOs. In the coming year the Kiev office will initiate a seed grant program for Ukrainian NGOs.

    Project 1 Counterpart Service Centers

    Counterpart Service Centers act as clearinghouses for technical and humanitarian assistance requests from individuals and organizations in the Ukraine, Belarus and Moldova. They work closely with USAID missions, local governments and private sector leaders to

    coordinate technical assistance and training programs. The Centers facilitate partnerships between US

    humanitarian agencies and development organizations and local nongovernmental organizations. They also offer electronic information, communications and research services to participating organizations.

    Project 2 Volunteer Executive Service Teams (VEST) Counterpart staff lead high level delegations on

    official visits to emerging nations. Participants include US foundations, PVOs, associations, and US State Department representatives who are chosen based upon their expertise in priority sectors identified by the host country. VEST was created as a "rapid

    response" mechanism to foster partnerships between US and foreign NGOs. Trip reports and sectoral technical assistance recommendations are published and

    Project 1 Educational Travel Program

    This project designs and implements educational travel programs which facilitate cross-cultural, face-to-face dialogue and exchange between NIS and American affinity groups. Participants are introduced to their counterparts through an itinerary which includes group study sessions, visits to workplaces, institutions and other areas of common interest. CAN coordinates with the corresponding NIS affinity group in arranging transportation services, guides, sightseeing, special interest and cultural programs. Issues studied have included business, education, ecology, law, criminal justice, architecture, and art.

    Gen Purp Delphi International programs promote the exchange of

    information and expertise among local leaders and professionals from around the world through managerial and technical training programs, educational exchanges, internships, and conferences. This exchange of information has allowed Delphi to build bridges of understanding, cooperation and hope between people, organizations and businesses facing similar challenges.

    NIS Role Delphi International works closely with local

    governments officials, representatives of all the professions, business people, and grassroots community leaders from all parts of CEE and the NIS to provide the information and training needed to address the issues arising from tumultuous change. These collaborative relationships have produced programming managerial training programs for business leaders from CEE/NIS, development programs for local organizations which provide services to communities, and training in

    a variety of disciplines. Delphi has also run conferences in CEE.

    The Center provides a market-based management education to NIS industrial managers. The participants meet local business people and visit factories, stores, and small businesses to learn first hand how operations are handled on a daily basis. Guest speakers cover topics of special interest. This program, by combining management training and corporate internships, ensures professional networking and the chance to build contacts with directors and managers from all NIS republics.

    Initiatives and Action) is a private, nonprofit organization providing direct linkages between grassroots environmental groups in the US and those in CEE/NIS.

    NIS Role ECOLOGIA offers technical, informational and

    humanitarian assistance to nations emerging from the ecological effects of Soviet history. All ECOLOGIA projects have concrete focus designed to help people solve local, regional, national and global problems. ECOLOGIA's support of grassroots organizations promotes the development of democratic decision making skills. Environmental activism provides an important

    pathway to political activism for citizens who have never before participated in political life.

    Project 1 Arts and Environment

    ECOLOGIA has sponsored several environmental film festivals, in which CIS filmmakers and environmentalists traveled to the US to show their documentaries on such disasters as the Chernobyl nuclear power plant accident and the shrinking of the Aral Sea. The filmmakers discussed ecological problems and their use of the arts in creating public awareness. ECOLOGIA is exploring the possibility of a documentary film that would compare the experience of residents at Three Mile Island and Chernobyl, both of whom experienced nuclear accidents.

    Project 2 Children's Environmental Program

    ECOLOGIA arranged for 57 Ukrainian children to visit the US for 100 days in 1993, thereby temporarily escaping the radiation released in the 1986 Chernobyl reactor accident. The children used music and poetry to focus public attention upon unsolved health and

    contamination problems associated with the Chernobyl accident. They helped Americans to understand the global implications of more that 80 Soviet built

    reactors still operating in CEE/CIS. Radiation

    monitoring equipment were supplied to school children in the Byransk region of western Russia. ECOLOGIA expects to replicate this program in 1994.

    Project 3 Citizen's Environmental Monitoring Network

    ECOLOGIA is establishing a citizens'

    environmental-monitoring network in CEE, the Baltics, and at the Aral Sea. ECOLOGIA empowers nongovernmental organizations by providing training and pollution-monitoring equipment that enables them to gather accurate information on local and regional environmental problems. This process is helping to end a long and deadly tradition of government monopolization of information on chemical and radiation problems.

    Project 4 Conferences for Grassroots Leaders

    In April 1990, ECOLOGIA organized the Soviet-American Earth Day

    Conference, involving two weeks of workshops in the US for twenty

    environmental leaders from the CIS and the Baltics. In August

    1991, ECOLOGIA organized its 2nd International Grassroots

    conference, entitled "Green Politics in the USSR and Eastern

    Europe: The Challenge of Electoral Success." This conference

    included leaders from Bulgaria, Czechoslovakia, Hungary, Estonia,

    Lithuania, Russia, Ukraine and Uzbekistan.

    Project 5 ECOLOGIA Newsletter The Newsletter is a bimonthly publication in English, Russian and Lithuanian mailed free to subscribers in CEE/NIS who do not have easy access to convertible currencies. It is also provided to subscribers in the US and to all ECOLOGIA members. The Newsletter is one method of answering information requests for many readers in the more isolated, smaller towns and cities of NIS, especially for those who may not have access to academic libraries and international conferences. In many cases, the Newsletter is their only continual communication with the West.

    Project 6 Information Exchange ECOLOGIA promotes the regular and free exchange of practical information on solving environmental problems at the local level. Grassroots environmental groups from Budapest to Vladivostok send requests for scientific, technical, legal, and citizen action materials appropriate to their unique local conditions and needs. ECOLOGIA is presently developing methods of providing access to information in on-line environmental computer databases for colleges in CEE/NIS. A pilot project conducted with the Sacred Earth Network is establishing satellite information offices in Vilnius, Minsk, Kiev, and Kishinev.

    Project 7 Support for Paper Recycling in the CIS Two grants to ECOLOGIA are funding research into the possibility of constructing an ecologically sound paper recycling factory in NIS that would supply environmental organizations with their own supply of recycled paper, also increasing their ability to publish information and to communicate with the public.

    The organization's members receive a free listing in a global directory, facilitating international contact. Members in the US and Europe can receive assistance in traveling to CEE/NIS at the lowest possible fares, arranging homestays with CEE/NIS Earthstewards Network members, hand delivering letters and packages to friends and family in CEE/NIS, and arranging cultural exchanges, visa assistance, etc. Russian members are invited to participate in all Earthstewards Network international projects, conferences, and workshops.

    Project 2 Vets to Vets Project

    Earthstewards Network has facilitated ten exchanges of Soviet Afghan veterans and American Vietnam veterans. Veterans tour the host country, stay with families, and participate in local activities intended to

    educate about solutions or efforts toward solutions in each country to uniquely veteran problems such as Post Traumatic Stress Disorder programs, prosthetics and wheelchairs manufactures, veteran-owned business, etc. The program is increasingly multinational and global.

    Gen Purp East-West TV helps provide television programs on

    market economics for broadcast in the NIS. These programs demonstrate to national television audiences how a market economy affects their daily lives and how they can function within it. Some programs are instructional, but more often addresses misperceptions and attitudinal problems resulting from life under communism.

    NIS Role East-West TV provides resources, support, and

    management for television organizations in the NIS by arranging for filming in the US, providing relevant Western video material, and suggesting concepts and specifics for program use. Programs based on American videos are put in context by using wrap-arounds in which experienced Russians explain in advance those

    portions that their audience might not understand and discuss afterward the video's applicability in Russia today.

    foreign medical schools to enter residency or fellowship programs in the US. It also sponsors foreign national physicians as exchange visitors in accredited graduate medical education programs and in short-term advanced educational opportunities in the US. The Commission administers the Foreign Faculty Fellowship Program in Basic Medical Sciences and the International Medical Scholars Program.

    NIS Role Nationals from CEE/NIS countries participate in the

    Commission's Foreign Faculty Fellowships and International Medical Scholars programs. The Commission also has test centers in Hungary and Poland.

    NIS Role Esalen's Russian-American Exchange Center (initiated as

    the Soviet-American Exchange Center) has sponsored several hundred citizen-to-citizen exchanges between Soviet/Russian and American Groups and individuals. The meetings have led to deep friendships and innovative working relationships, and have included such fields as psycholoneuroimmunology, ethnic conflict resolution, and entrepreneurship in the developing market economy. The Exchange Center acts as a catalyst for new possibilities rather than specializing in any one field or discipline.

    The underlying assumption of this project is that traditional political and diplomatic methods of peacemaking often fail in longstanding ethnic and sectarian conflict. A primary goal of this project is to identify the political and psychological preconditions of a nonviolent pluralistic democracy by examining the unhealed wounds and the distortions of the polity that resulted from Stalinism. The project will focus on the problems of resolving ethnic conflict and confronting anti-Semitism. Ethnic conflict in the US will also be examined.

    NIS Role FPCF provides business and technical training to

The training programs enable the business person to present his or her company and products to Western investors and to improve the company's operation to meet the needs of current and future customers. Training sessions are designed for three days of group workshop activities followed by three days of individual consultation. The training covers two major units: cost accounting and professional sales and marketing techniques.

    NIS Role FSI USA and FSI Moscow build capacities of individuals

    CSLP identifies individuals throughout the NIS who, through their individual initiative, build

    institutions that support the evolution of a civil society. The program will stimulate citizen awareness of the importance of individual initiative in building democratic institutions. CSLP supports these leaders by providing opportunities for joint work, skills development, and networking. The Civil Society

    Fellows program, a sub-project of CSLP, will provide support to 40 individuals who are building new

    institutions in independent media, charitable and educational organizations, government, business, and agriculture.

    to broadcast quality programming that promotes the development of a democratic society with a healthy market economy. Freedom Channel is a Russian

    initiative, founded by leading Russian dissidents and television professionals. Programming focuses on fundamental principles, primarily "Respect for the individual," necessary for developing a pluralistic civil society.

    NIS Role Programs under the PERSONA logo are broadcast to over

    70 million viewers in NIS. Programs are produced by Russian professionals in a culturally meaningful context. At times, western footage and academic task force guidance may be requested. Topics have included independence of the media, rights of internal refugees, human rights in the gulag, and profiles of major

    dissidents. Young Russian professionals are

    encouraged to work with award-winning producers and are exposed to cross-cultural experiences.

    Freedom Channel is establishing a Citizens Feedback Bureau to process and analyze the mail generated by PERSONA programming. The Bureau is being modeled on bureaus used by American elected officials. Letter writers will receive prompt responses when applicable letters will be forwarded to appropriate agencies and follow-up initiated. Brochures and other material on various civic organizations will be sent in response to viewers' requests.

    NIS Role Freedom House has focused its efforts on building

    democratic institutions and civic societies in Eastern Europe and the New Independent States. Whenever possible, Freedom House employs the power of technology in the promotion of human rights and democracy. Freedom House is a pioneer in the field of election monitoring, and over the past three years, has monitored and analyzed elections or referendums in Poland, Bulgaria, Kosovo, Serbia, and Russia.

    This program provides the people of the former-Soviet Union and Eastern Europe with the opportunity to see the best Western documentaries in the fields of human rights, rule of law, history, democracy, and free enterprise. Freedom House and Ostankino State Radio & Television have concluded a wide-ranging agreement to provide Ostankino, the largest television station in NIS, with an audience of over 240 million viewers, with such documentaries for public viewing.

    Project 2 Freedom in the World

    This annual survey, Freedom in the World, describes and rates the levels of political rights and civil liberties in every country and related territory around the world.

    Project 3 Geneva Initiative on Psychiatry

    Freedom House participates in the Geneva Initiative on Psychiatry, a project developed by the Amsterdam-based Geneva Initiative, in conjunction with the independent Ukrainian Psychiatric Association. After collecting thousands of books and journals on psychiatry, Freedom House shipped them for use in Ukraine. Medical libraries and publishers donated the materials, which will become the core of four new psychiatric medical libraries in Ukraine.

    Project 4 Sakharov Archives

    Freedom House has received a grant to convert Dr. Andrei Sakharov's apartment in Moscow into the Sakharov Archives, which will house his personal correspondence, hand-written manuscripts, photos and other items. The Archives will be open to the public, so that students, scholars and other visitors from all parts of the world can study first-hand Dr. Sakharov's work and legacy.

    Project 5 Security Vacuum in East-Central Europe Forum

    Two conferences, one in US, the other in Europe, will address the security vacuum caused by the collapse of the Warsaw Pact. The conferences will bring together regional security experts from the West, NIS, and CEE. Prospective participants will include Freedom House Board Members, such as Zbigniew Brzezinski, Jeanne Kirkpatrick, and Max Kampelman.

    The FUND stimulates the collection and manages the transportation of private contributions of medical supplies, medicine and food from the people of the US to citizens of the NIS. Since February 1992, a total of 2,765 containers have been shipped to people in 140 cities in 11 of the NIS, valued at over $130 million. Of these shipments, 1,377 have been sponsored by 500 different communities across the US, Canada and Europe, representing many caring individuals in 285 humanitarian organizations and churches throughout the world. This effort included 761 containers of food and medicine earmarked for needy citizens in Armenia and Georgia.

    Gen Purp The Institute develops events, training and technical

    assistance programs, and publications aimed at accelerating the economic transformation in CEE/NIS. The Institute is committed to its mission of improving commercial relations between the NIS and US. The Institute directly involves business, government and academia in all its endeavors.

    NIS Role The Institute conducts training in NIS on dairy

    management principles, intensive agribusiness courses and oil industry management. Shorter seminars, which bring together NIS and US policy makers, have been

    held to discuss such topics as defense conversion and the instability of the food sector. The Institute is currently providing technical assistance programs to the Estonian Ministry of Agriculture and other government and private organizations in Estonia to aid in their efforts towards privatization and commercialization.

    Project 1 Dairy Management Training Program

    The program trains young dairy farm and agribusiness managers in NIS. The year-long training program consists of two semesters of intensive, hands-on training at Vermont Technical College, followed by internships on American farms and agribusiness companies. The curriculum introduces trainees to the latest US dairy industry technologies, but the emphasis is on the modern business management techniques necessary for survival in a free market. All instruction and written course materials are in Russian.

    Project 2 Intensive Agribusiness Training

    To meet the needs of senior managers who cannot attend longer courses in the US, Geonomics designed short courses (from two to four weeks) that provide visiting managers with direct exposure to US companies and a first-hand view of organizational structures and management techniques. Programs are designed to provide maximum contact between US managers and NIS visitors. Courses are conducted entirely in the language of the participants.

    Gen Purp The Program was established in 1990 to link the domains

    of knowledge, public policy, and the efforts of pro-democracy leaders abroad to build and consolidate the institutions of political and economic freedom. The program combines education, research, publication, public fora, and international cooperation.

    NIS Role The Program convenes a series of public meetings where

    democratic leaders from abroad and senior official from the US government and international organizations discuss the process of political and economic transition in specific countries and as a general field of public policy and intellectual inquiry. The program publishes analytic reports on the dynamics of transitions in specific countries or with key conceptual or policy issues. The program also publishes essays reflecting the perspectives of leaders of the countries in transition.

    Project 1 Education Training and Technical Assistance Cntrs

    In four NIS Republics, the program intends to establish education training and technical assistance centers to build democratic institutions. Drawing upon GWU resources analyses of the republics, a small group of democratically committed individuals will be identified and trained in the practice of organizational development. Once training is completed, participants will announce the establishment of their own educational center, which will help all nongovernmental, nonprofit, voluntary associations that meet two criteria: commitment to peaceful action and adherence to values of political democracy.

    Project 2 Program on Transitions to Democracy in NIS Reps

    In four NIS republics, the Program on Transitions to Democracy plans to establish a small group linked to a university or research institute which would produce objective analysis on progress and problems in the institutional transition from communism. These groups would combine research, publication, public fora and international cooperation and make their analytic work directly available to the policy leadership, media and citizens' groups.

    Project 1 CIS Security Dialogue

    Workshops, alternating between Washington, DC, and Moscow, bring together legislators of the republics, members of the US Congress, and US security experts to discuss pressing issues of international security and to expose NIS legislators to more democratic processes of oversight of security institutions and decisions. The intention of this project has been to help the Russian legislators develop their capability for oversight of defense policy.

    Project 2 Checks and Balances

    Global Outlook conducts a series of meetings alternating between Washington, DC and Moscow. Each meeting concentrates on a particular issue where legislative oversight of public policy is important to both countries. Global Outlook has held conferences on legislative mechanisms to insure the arms control treaty compliance of government and to promote the resolution of disputes regarding treaty compliance and legislative oversight of conventional arms sales.

    Project 1 Startup of Goodwill Model Programs

    GIA is assisting in the start up of programs using the Goodwill model. Programs use consultants and volunteers from within the Goodwill network to establish community-based, vocational rehabilitation programs that are self-financing. Technical assistance is provided through on-site consultants in the country receiving aid and through an intern training program. The goal is to provide job training and skills to people with disabilities and other people with special needs.

These groups comprised of recognized specialists from the US, Europe and Asia, will convene over the next several months and present their findings and recommendations in a concluding conference entitled "Global Security after the Cold War."     conditions for the people in the NIS. Through its publications, environmental partnership programs and other clearinghouse activities, ISAR addresses areas of critical need and encourages personal initiative and democratic approaches.

    NIS Role ISAR acts as a general clearinghouse and provides much

    of its information through publication of the quarterly journal, Surviving Together. The journal provides a forum for alternative points of view and focuses on projects which covers a range of topics including the environment, sustainable economics and agriculture, technical assistance and aid, and the development of civil society and indigenous cultural pride.

    Project 1 International Clearinghouse on the Environment ICE ICE is a joint effort to enhance communications and facilitate exchanges between nongovernmental environmental groups in the US and NIS. Projects range from seminars and workshops on environmental problems and legislation to exchange of environmental professionals in a variety of fields. The Clearinghouse is also involved in an effort to establish an environmental e-mail network throughout the NIS, which currently includes 20 stations from the Baltics to Vladivostok.

    Project 2 Socio-Ecological Union's Ctr for Coord. & Inf. The project allows the Socio-Ecological Union's Center for Coordination and Information to pursue its goals of enhancing communication and coordination between environmental NGO groups in the NIS. The two-year project consists of three parts: 1-direct support for the Center and its new environmental news agency, including the purchase of office space and equipment; 2 - extension of the environmental electronic mail network to 20 more groups; and 3 - assistance for the "green" newspapers in Nizhniy Novgorod and Krasnoyarsk.

    Project 3 Sowing Seeds of Democracy: Project for Env. Grants The goals of the project are threefold: to strengthen the democratic process by providing institutional and financial support for environmental NGOs throughout the region; to develop a reliable in-country mechanism by which to build local organizational and administrative skills and channel public and private funds to indigenous NGOs; and to foster cooperation among private US groups involved in assistance to green NGOs in the NIS and between such groups and potential funders, by organizing meetings and conferences for strategy development and the exchange of information.

    ISAR-Kiev evaluates, monitors and administers programs, distributes grant money, provides information and technical assistance, and facilitates cooperation among US NGOs involved in assistance to local environmental NGOs. The organizations works first-hand with Ukrainian environment groups to train them in using electronic

    mail. E-mail is an independent, cost-effect, environmentally sound and time-sensitive means of communication. Informational and technical assistance is also given to local environmental publicans, most recently to Zelenyi Svit (Green World) newspaper, the mass media arm of the Ukrainian Greens and the only all-Ukrainian environmental newspaper. Motria Poshyvanyk is deputy director of the Kiev office.

    Project 1 Food Preservation

    This project assists food processing efforts in the NIS/CEE. In response to the expressed need for portable food processing equipment that could be moved from farm to farm, IAE designed a turn-key-unit mounted in a 40-foot highway trailer that needs only water and an electricity connection to operate. IAE

    assists prospective owners obtain financing and helps develop food processing joint ventures to save food from rotting and to alleviate hunger. Several units have already been purchased with international financing and are operating successfully.

    Project 2 Food production and Preservation CEE/CIS countries need to produce and process much more food. The US food processing industry has agreed to donate surplus, but state-of-the-art food processing equipment is being made available through IAE for installation in food processing centers in CEE/CIS, where joint ventures can be established to increase production, preservation, and distribution of essential food supplies.

    Project 3 Management Training/Exchange IAE, its associates, and affiliates in CEE/CIS countries identify managerial candidates who will benefit from 3-6 months of training at US corporations operating in similar industries. They learn first-hand how the free market operates in the real world. Exchanges are also arranged so that US executives can visit CEE/CIS facilities.

    Project 4 Management Training/Exchange JKIAE and its associates and affiliates in NIS/CEE identify and select candidates who will benefit from three to six months internships at US corporations operating in industries similar to those of the trainees. They learn first hand how the free market functions and how to translate that knowledge to their own situations. Exchanges are also arranged so that US executives can serve in NIS/CEE facilities.

    Project 5 Satellite Telecast o Potential Entrepreneurs

    IAE has assembled a consortium of US and NIS/CEE business executives, universities, foundations, and government agencies to telecast live via satellite from the US to down-links throughout the NIS/CEE vital information on starting successful small businesses. At the down-links, local experts will join 30 to 50 entrepreneurs to interact with the live telecasters and supply detailed information on local political and economic conditions. The course will run twice a week for 26 weeks on a continuing basis. The pilot will start in January 1994.

    Project 1 Nuclear-free Cities Project for Ukraine IRSS seeks to assist people in Ukraine who are interested in crating nuclear-free cities.     Gen Purp ISC is a nonprofit organization providing assistance to

    the people and institutions of CEE and NIS in developing community based approaches toward preventing and solving environmental problems. ISC emphasizes strategies that complement the region's move towards economic restructuring and democratic decision-making.

    NIS Role ISC carries out environmental assistance programs at

    the community and national level in CEE and NIS. ISC programs include: environmental management training for local youth, officials, and NGOs; environmental curriculum development in elementary schools; and a collaborative process to create and implement strategies for environmental change, including environmental priority setting, democratic decision-making, and public education for local and national leaders.

    Project 1 NIS Energy Training Development Project

    IIE arranges training in efficient, environmentally sound energy management for NIS government and private sector managers and personnel and assists in the transition to a free market economy. The object is to increase NIS managerial and technical competence and to identify, explore, plan, manage use efficiently, and evaluate a wide range of energy resources. IEE will develop in-country training programs combining existing training resources with new programs and courses, organize conferences and seminars with the NIS, develop industry internships, offer training in technical English, and are both NIS and US-based training of trainers.

    Project 2 NIS Oil and Gas Commodity Exchange Program

    As part of the Energy Training Program (ETP) that IIE administers for USAID, IIE developed the new NIS Oil and Gas Commodity Exchange Program. It is designed to provide participants with the understanding and the tools to further the development and use of commodities exchanged for trade in oil and gas supplies. There were 70 participants in a two-week seminar on basic market economics in Moscow in May, 1993, with 25 of these selected to attend the second module in New York with the New York Mercantile Exchange.

    Project 3 Edmund S. Muskie Fellowship Program

    The Muskie Fellowship Program, sponsored by the USIA, was created specifically to give working professionals of the NIS an opportunity to learn about the free market system. Fellows are selected through an open, merit-based competition. The fellowships provide nine months of first-year graduate studies in business, economics, law and public administration at US universities, followed by three months of practical, on-the-job training. IIE collaborates with the Soros Foundation, the American Council of Teachers of Russian, and the International Research and Exchanges Board (IREX) in conducting the program.

    Project 4 North American Consortium for Free Market Study

    The Consortium provides citizens of CEE and the NIS opportunity an to participate in tailored, intensive one-year work-study programs in the operation of free market societies. The Consortium combines the resources of American corporations, universities, foundations, and the US government. In Russia, fellowships for small business training are awarded through an open competition organized by Sinerghia, a Russian-Italian joint venture established to conduct seminars, conferences, and training programs.

    IWA intends to conduct a series of training programs for diplomats in the NIS. Programs will attempt to open lines of diplomatic communication among representatives of the NIS and to facilitate the building of skills in negotiation and mediation.     Gen Purp InterAction is a membership association of US PVOs

    engaged in humanitarian efforts including relief, development, refugee assistance, environment, population, public policy and global education.

    NIS Role InterAction established an NIS Working Group in January

    1992 which meets every month on development and technical assistance issues and about every two weeks on disaster and humanitarian aid. The NIS working Group is needed to facilitate maximum exchange of information, to provide a forum for members to discuss operational issues and to coordinate directly with governmental and international organizations.     Gen Purp IMA exists to support the medical ministries of its

    member and associate agencies by soliciting donations of medicines and medical supplies for free distribution overseas to persons in need without regard to race, creed, color, sex, national origin, or political affiliation. IMA also serves member and associate by procuring for them at their expense, medicines or medical supplies which are required in their overseas medical programs. IMA man also, at the discretion of the board, undertake such other activities as it deems useful or essential to facilitate the medical programs of its members and associates.

    NIS Role IMA provides, through other US-based nonprofit

    agencies, medical, dental and pharmaceutical supplies to appropriate health care programs. No program personnel are use on assignment. Program personnel are provided by other US-based nonprofits using the supplies provided by the IMA.

    training to help Russian professionals develop their own enterprises and small businesses. Interfund conducts business conferences during which

    participants receive practical training in US business practices. Interfund helps its conference alumni locate US markets for their products and provides introductions for both. US corporations and visiting NIS executives to explore trade and joint ventures.

    NIS Role Interfund has trained more than 400 executives from NIS

    in American business practices. During the past 18 months 14 technical training visits have brought Russian entrepreneurs and business professional to major US cities to tour companies and hear lectures from prominent business professionals. Interfund is entirely funded by Russian and enterprises and

    Project 1 Business Training Centers

    Interfund, in conjunction with the Moscow Secretarial School and a US college or university, will open a Russian-American Businesswomen Center to provide 2,000 professional women each year with entrepreneurial and specific skills training. Interfund will be a

    strategic partner in the US WEST Center for Business Education and TRaining in Moscow to train 2,000 Russian professionals per year to work in Russian-American joint ventures. A third center, the INterfund

    Training Center of Virginia, will train 500-1,000 NIS professional per year in state enterprises and private industry.

    Project 2 Operation Smile

    In conjunction with the organization Operation Smile, Interfund delivered six boxes of medical supplies to the Ministry of Health in Moldova in 1993. The

    supplies, ranging from scalpels to penicillin, will be distributed to hospitals and clinics throughout

    Moldova. Interfund has also collaborated with

    Operation Smile to teams of US surgeons to NIS to trains local surgeons in facial reconstructive surgery for children.

    This project provides NIS-based legal and organizational support and information to emerging NGOs, charities, voluntary organizations, and citizen's groups. Objectives of this project include promoting consensus among various citizen's groups concerning legislation needed to protect and support these groups and reach agreement on basic norms, standards, and ethical codes for self-regulation; encouraging and seeking adoption of these norms by governmental organizations; and raising the consciousness of citizens concerning the voluntary sector.

    Project 2 Matching Amer. Resources & Exp. w/ NonProf Orgs. This project provides NIS-based legal and other consultations toward the development of conduct and accountability in a rule-of-law environment.

    Gen Purp The International Center is a foreign policy

    organization which focuses on relations with the NIS and Asia and on the promotion of reforestation in developing countries around the world. The Center conducts research programs, prepares publications, and organizes overseas delegations and foreign visits with the goal of informing the press, Congress and the public about the impact of US policies abroad. The Center has sponsored more than fifty delegations of prominent Americans to 18 countries, including the NIS. The delegations have included a Supreme Court justice, twenty-six members of Congress and other dignitaries.

    NIS Role The International Center's Commission on US-Russian

    Relations works to encourage democracy in the NIS. The Commission has sponsored international delegations to Moscow featuring prominent Americans; maintain a joint venture with the Institute for World Economy & International Relations in Moscow; sponsors a Russian-American Parliamentary Exchange program; and works with US Congress. (The Commission was initially established in 1986 as the Commission on US-Soviet Relations to help raise public awareness of regional conflicts and their impact on the stability of US-Soviet relations.)

    Project 1 HIV/AIDS/STD Education and Prevention Program This project will: 1-train medical professionals and lay people in multi-disciplinary aspects of the hiv

    disease and psychosocial needs; 2-train trainers to develop and implement prevention and education programs and service delivery programs for HIG infected people; 3-set up a resource library; 4- develop a clearinghouse of organizations involved in the NIS and the West to address this health issue in the NIS; and 5-establish an HIV fund to administer financial support to organizations in the NIS.

    Project 2 Women's Health Care Program

    The Women's Health Care Program consists of: 1-a small pilot birth center and clinic where initial training was done by teams of Certified Nurse Midwives; 2-an advanced midwifery education program whose curriculum was developed with Sechenov Moscow Medical Academy; 3-the development and implementation of an introductory medical lecture series by physicians; and 4-the sponsoring of a Birth Control Conference in Moscow (possibly in late June, 1994).

    Gen Purp IESC is a private, nonprofit, volunteer organization

    that provides business and public administration assistance to client companies and organizations around the world. In addition to providing technical and managerial training IESC can help link client companies overseas with firms in the US and Europe or with other enterprises in their regions and provide low-cost custom-tailored research reports for individual clients.

    NIS Role The goal of IESC's program is to facilitate the

    transition from centrally planned to free market economies IESC provides multiple business services to its clients which include technical and managerial assistance delivered by volunteer executives from IESC's database of volunteers; trade and investment development to help CEE/NIS firms establish business links with US firms; and customized market and technology information reports that help CEE/NIS firms identify new markets, potential partners, and sources of equipment and technology.

    Gen Purp IFES is a private, nonprofit organization established

    in 1987 with a mandate to monitor, support, and strengthen the democratic processes in emerging democracies and to undertake election assistance, including voter and civic education activities that foster credible political processes.

    NIS Role With nonpartisan programs ranging from election law

    analysis and election implementation to supporting organizations dedicated to building civil society, IFES has continually taken on the challenge of promoting democratic reform in East-Central Europe and the former Soviet Union. As one of the first organizations to receive funding under the AID NIS Democratic Pluralism Initiatives Project, IFES provides technical and material support to ministries, election commissions, legislatures, and NGOs in the planning and implementation of voter/civic education training programs and the conduct of elections.

    Project 1 Election and Civic Education Assistance projects IFES has provided technical election and educational assistance to the emerging democracies since 1990. Additionally, IFES was instrumental in the development of the Association of Central and Eastern European Election Officials (ACEEEO). This body is a professional network of election administrators from

    Europe and the former Soviet Union. Plans are presently underway for the next conference which will be held in the spring of 1994 in Kiev. IFES also conducts training seminars for both Russian and Estonian-speaking youth leaders in civic institutions. A similar education project for civic leaders has been started in Romania.

    Project 2 NIS Election and Civic/Voter Education Asst. Projs Under a cooperative agreement with AID, IFES provides technical elections support for 1-pre-election assessments; 2-on-site assistance; and 3-other democratic institution building support. IFES also provides training to poll workers and voters. To assist in the democratic process, IFES donates election commodities and equipment. IFES donates election commodities and equipment. IFES has endeavored to build a network of election administrators, voter education activists, and election technicians. To ensure fair electoral practices, IFES has also created election observation teams.

    Project 3 On-Site Technical Election Assistance When comprehensive election assistance is required by a particular country, IFES places a project manager in a temporary IFES office established in the capital city. In other instances IFES sends one to two technical specialists to work with the chief electoral body to solve a specific problem. IFES provides electoral bodies of the host country with assistance in: the procurement of election equipment and commodities; donor coordination; design of election documentation; logistical planning; expedition of work-flow; design of citizen education materials and logistical planning for international observers.

    Project 4 Pre-Election Technical Assessment IFES performs technical analysis of election systems through multi-disciplinary pre-election survey teams addressing: internal political climate; electoral law and the electoral council; voter registration; role and duties of Poll Workers; act of voting; distribution, collection, and counting of ballots; use of election and equipment; status and role of political parties; role of election observers; civic education and training; election official training; and process of adjudication of election infractions.

    Project 5 Report, Clrnghouse, & Lib on the CIS Electoral Sys IFES will publish an analysis of the CIS electoral system, focusing on both the mechanical and procedural elements in the context of evolving political reforms. IFES will establish a resource center on the CIS electoral process, including existing publications, periodicals, and primary sources collected by electoral specialists.

    Project 6 Tech Assist to Assoc. of CEE Election Officials The main purpose of the Association is to help build a network of election officials in Central-East Europe and the former Soviet Union to promote the concept of professionalism in the field of election administration. The Association is designed to promote the regional exchange of information and ideas related to all aspects of the election process.

    Project 7 US-CIS Election Specialist Exchange

    IFES is planning an exchange of election specialists between the US and CIS. The US delegation will consist of an expert on electoral processes and an expert on politics, thus ensuring maximum comprehension of factual information and its implications. Individuals affiliated with federal, state, and local agencies, universities, and the private sector will be considered for this exchange.

    Project 1 Freedom Support Project

    The Freedom Support Project is designed to provide law

    makers, government officials, legal experts, journalists, and NGOs with ideas and information on the theory and practice of civil control and oversight of law enforcement, security, intelligence and military services. The project, which currently focuses on Russia, but is projected to expand to other CEE/NIS countries, exposes reformers to the civil control and oversight systems of established Western democracies. The project includes citizen exchanges, conferences, seminars, production of written theoretical and practical materials and legislative networking.

    Gen Purp IGLHRC focuses the spotlight of world opinion on the

    oppression of lesbians and gay men around the world. IGLHRC monitors, documents, exposes, and mobilizes responses to human rights violations against lesbians, gays, bisexuals, and people with HIV and AIDS all over the world.

    NIS Role IGLHRC was formed in Moscow in the summer of 1990 by US

    and Russian lesbian and gay activists. Since then, CEE/NIS has experienced an explosion of new lesbian and gay activism. Current projects include securing the release of Russians imprisoned under Article 12 (sodomy law) and the repeal of Romania's sodomy law.

    Project 1 Capital Markets Conference

    During November 11-15, 1991, ILI co-sponsored a conference with the Institute of State and Law of the former USSR in Moscow and St. Petersburg on the legal aspects of capital markets for the countries of the NIS. The conference provided an opportunity for American regulators, academics and representatives of the legal and financial communities to discuss the establishment and improvement of capital markets with their counterparts in the NIS.

    Gen Purp IPC provides education and training programs in the

    fields of conflict resolution, natural resource management, economic development, and environmental rule-of-law, policy and technical assistance. The Consortium also provides education, training and cultural exchange programs and conferences focused on the development of public participation programs, democratization, institution-building, and local governance. IPC offers consulting services to

    USAID-registered PVOs, CEE and NIS government agencies and international corporations.

    NIS Role In Russia, IPC has worked with the President's

    counselor on health and environment, the Parliamentary Environment Committee, the Ministry of Environment and city-state environmental protection committees in Moscow, Nizhnij-Novgorod and St. Petersburg. In Central Asia, IPC has worked with the President's advisor on environment, parliamentarians who lead land, law and environment committees, the Ministries of Geology, Energy, Industry, Economics and Environment, and officials in Kazakhstan and Uzbekistan. In the Baltics, IPS has worked with parliamentarians and several ministries.
