Gen Purp RBF is involved in the education of NIS business people
and the public through television, mentorship programs, seminars, volunteer executive advisors, and exchanges which bring NIS participants to the US. RBF addresses such issues as conversion of the defense industry, the sale and proliferation of weapons systems and military technology. RBF also provides advice to government officials and prepares articles which analyze the problems of the emerging Russian private sector.
NIS Role RBF sends business executives from major US
manufacturers and defense contractors as well as retired volunteers to Russia to advise plant managers and ministry officials on the conversion to a market economy.

Gen Purp PCWS helps needy children of Russian descent throughout
the world by providing direct assistance to individuals; grants to organizations that work with children such as schools, hospitals, orphanages, and summer camps; and emergency aid. RCWS seeks to leverage its funds and sees its role as essentially providing seed money for worthwhile program.
NIS Role RCWS assists organizations and institutions, preferably
private, that work with children as well as with individual families. RCWS assists US and European groups that are carrying out projects in the NIS. The organization concentrates its activities in Russia and supplements its on-the-ground network of volunteer representatives with local volunteers. Representatives locate and screen cases and monitor and report about ongoing programs.

Gen Purp The Washington Representation of ROC was established to
assist in the development and implementation of humanitarian aid programs in coordination with the Orthodox Church in America. ROC is active in humanitarian aid distribution throughout the NIS, and the Washington Representation of ROC advocates its interests before the US Congress, the Executive Branch, and other US public and private groups.
NIS Role ROC is made up of some 70 million Orthodox Christians,
organized in approximately 12,000 parishes throughout the NIS. ROC has organized humanitarian aid distribution and technical assistance activities from
the European Community and North America in 1990, 1991, and 1992. The Church performs three important functions: 1-it identifies the truly needy without discrimination as to politics, race, or creed; 2-it monitors government, including military, distribution activities; and 3-it directly warehouses and distributes food and medical aid in many, but not all, NIS areas.

NIS Role Since 1986, the Foundation's Scientific Assistance
project has donated over 1,500,000 books and journals to academic and educational institutions, libraries, and professional associations in CEE/NIS. The project's Low-Cost Purchase program and Matching Fund assist with the purchase of educational materials for Poland, Hungary, and the Czech and Slovak Republics. Other activities include studies on reform, copyright negotiations for book translations, and the Philosophy of Institutions Project which sponsors scholarly conferences and research activities.

BUSINESS BOOK TRANSLATION PROJECT
A series of basic business book from American and British publishers will be translated and published in Ukraine in 1993. The project is being underwritten by a grant from The William H. Donner Foundation of New York to Sabre Foundation of Cambridge, Mass. and its cooperating foundation in Ukraine, Sabre-Svitlo of
Lviv. The Cambridge foundation will coordinate the project and negotiate rights agreements with U.S. and U.K. publishers, while its Ukrainian partner will be responsible for translating, editing, printing and distributing the books throughout Ukraine. Advisors on title selection, local editorial adaptation and distribution will include professors from the Lviv Institute of Management, the International Management Institute in Kiev, and the Project on Economic Reform (PERU) at the Kennedy School of Government at Harvard University. The books will cover such topics as basic economics, marketing, budgeting, finance and human resources, and will be published in an attractive paperback format at a price affordable to a wide readership. Planning for the Ukrainian project was encouraged by the success of a similar project in Poland during 1991-1992, funded by a Donner grant to Sabre and the Dzielski Institute of Krakow. The publication of five business books there is being followed be a second series of five, thanks again to a Donner Foundation grant. Over-all supervision of the book project in Ukraine will be in the hands of Prof. Iaroslav Isaievych of the Academy of Sciences of Ukraine, who is also chairman of Sabre-Svitlo. In the U.S., Charles Getchell, Sabre's publications counsel, and Tania Vitvitsky, director of Sabre's Scientific Assistance Project, will be involved. Sabre's Ukrainian business book translation project is being launched at a time when the laws and practices in the intellectual property field in the countries of the former Soviet Union are extremely unsettled. Books are frequently pirated, and remedies to protect the rights of authors and publishers have still to be perfected. (Only recently, Sabre-Svitlo learned of a plan to pirate some of the American and British books under consideration for its authorized Ukrainian translation program. A timely warning to the offending parties put an end to the scheme.) To help increase local awareness of the principles and pitfalls in the copyright and permissions field, Sabre will conduct a workshop on the subject in Lviv during the coming months. Project 1 Philosophy of Institutions Porject
This project examines the full range of modern institutions in the disciplined philosophical terms necessary to define their distinctive character, practices, and mode of thought. It sponsors international conferences to assist in the conceptual renewal of the public's understanding of such institutions as the government, the corporation, and the university. Two conference proceedings have been published with IREX and the Polish Academies of Science and Philosophy.
Project 2 Scientific Assistance Project
Working at the field level, through the independent sector, this project has become the largest US donor of educational materials in CEE/NIS. Donations include: new college-level textbooks, professional and medical books, elementary-level English teaching materials, books from academic and specialty presses, journal subscriptions and back-issues, private scholarly libraries, and special collections. The Foundation also manages a Low-Cost Purchase Program and a Matching Fund which makes grants to nonprofit organizations to purchase books and other educational materials for educational, cultural, and other uses.

An independent affiliate of the Foundation, Sabre - Svitlo coordinates its activities in Ukraine.
Projects include the books and journals donation program, scholarly conferences, and the development of American libraries in Lviv and Kiev. Since the winter of 1990, Sabre has shipped seven containers with over 150,000 new books and educational materials. Gen Purp SEN is an international organization providing
environmental support services to activists primarily in the NIS. Through its three main areas of specialized activity, the Environmental Telecommunications Project, Environmental Leadership training, and the Sacred Earth Network Newsletter, SEN works to empower local people to defend the biosphere.
NIS Role SEN is involved in training and support for grass roots
environmental activists in the use of telecommunications for organizing public information and education, research, and communications. SEN also is involved in providing leadership techniques and skills that improve effectiveness, combat activist burn-out, and increase the number of people who become engaged in environmental action.

Project 1 Environmental Leadership Training Program This Environmental Telecommunications Project establishes global electronic mail connections for leading environmental groups and individuals in the NIS. Gen Purp Salesian Missions (SSI) is the fundraising and overseas
support entity of the eastern US province of the Salesian Society and provides support for Salesian projects in needy countries. The Salesians of Don Bosco are one of the largest Catholic teaching orders. They are dedicated to the education and care of poor and abandoned youth and specialize in basic, technical and vocational education and in orphanages.
NIS Role Salesian Missions are opening and providing assistance
to trade schools in CEE/NIS. Funds are provided by private contributions, foundations and government grants. Supplies and equipment are provided by donations and by the US government excess property program. SSI intends to increase assistance to the region.
