Gen Purp TDEB or "The Dialogue" is an informal group of about
sixty senior executives from Europe and North America. They came together in 1988 to track changes taking place in European Broadcasting and the impact across the Atlantic.
NIS Role "The Dialogue" has sent missions throughout CEE and the
NIS to help draft new laws about broadcasting and learn how to live within them daily. The aim has been to establish independence for both the public and
private sectors so that they can be distanced from political pressures and to work together in an open society. The Dialogue acts as a resource for these emerging democracies. It is objective and has no direct commercial interest. It contains experienced people from different national backgrounds.

cooperative headquarters in San Francisco, California. Its 650 grower members produce for ten processing plants strategically located in northern and central California and a tomato processing plant in New Jersey.
NIS Role TVG and the University of California Division of
Agriculture and Natural Resources have been awarded a cooperative agreement by USAID to implement a farmer-to-farmer initiative program in russia. TVG, in collaboration with the America Seed Trade Association and the National Potato Promotion Board, also received a $10 million cooperative agreement from USAID to administer the Food System Restructuring Project (FSRP).

Project 1 Farmer-to-Farmer Program
The goal of the Farmer-to-Farmer Special Initiative Program is to help with the restructuring of the Russian agricultural and food sectors as they make the transition from a command economy to one based on free market principles. Specific emphasis will be given to post-harvest preservation, processing, packaging, storage, marketing, and distribution of fruits and vegetables. Currently, 30 to 60 percent of Russian harvests are lost before they Reach the consumer. Other sectors, such as poultry and dairy, will be included.
Project 2 Food System Restructuring Project (FSRP) The FSRP objective is to support agribusiness activities which 1-contribute to the restructuring of the NIS food system, and 2-foster open markets and private enterprises. This agreement provides partial funding to qualified recipients over a four year term.

Gen Purp Trickle Up Program is an international, nonprofit
organization dedicated to creating opportunities for employment and economic and social well-being among low-income population of the world. Trickle Up Program provides $100 conditional grants in two $50 installments to groups of five or more people who need additional income and want to organize their own
micro-enterprises.
NIS Role During 1992 and 1993, Trickle Up worked to identify
potential Volunteer Coordinators. Coordinators identify potential business groups and assist the groups in starting or expanding a micro-enterprise. Trickle Up Program has helped start or expand micro-enterprises in Bulgaria, Lithuania, Estonia, Russia, and Ukraine.

Gen Purp USCC is the world's largest voluntary federation of
businesses, state and local Chambers of Commerce, trade and professional associations, and American Chambers of Commerce abroad. USCC works to promote the principles of private enterprise and incorporate them into public policy. Through its office for Europe and the NIS, USCC assists member companies in gaining access to markets in CEE/NIS and educates and garners support from policymakers to directly influence national policies that affect trade and investment.
NIS Role USCC's Office of Europe and NIS assists members in
increasing trade and pursuing investment opportunities in CEE/NIS; works to protect the interests of US businesses potentially or actually involved in the region; lobbies to remove residual impediments, both foreign and domestic, to doing business there; and encourages private sector initiatives. USCC administers six business councils in CEE/NIS, as well as a number of American Chambers of Commerce (AmChams) within the region.

Project 2 Business Councils The Business Councils encourage and facilitate trade and investment between the US and the respective countries and promote the development of the private sector and a market economy in these nations. Each council provides guidance and contacts for US companies actively engaged or interested in doing business in the specific region.

USCR publishes an annual survey with comprehensive articles and detailed articles on the refugee situation around the world.
NIS Role USCR documents population displacement due to conflict,
insecurity or ethnic tensions. USCR makes policy recommendations directed toward resolving refugee problems in CEE/NIS or toward preserving the right of asylum for those who have been forced to flee.

Project 1 Refugee Documentation Project
This project documents, for each republic, the current or potential population displacement as well as each republic's current capacity to respond to current and projected needs. The purpose is to provide a basis for mobilizing all types of appropriate assistance in a timely fashion.
Project 2 Technical Assistance on Refugee Policy
A formal program of assisting the Russian parliament's subcommittee on refugees has been initiated. The project involves the provision of expert consultation on draft legislation, draft interrepublican agreements on migration, and legislative oversight of enacted legislation. Other republics have requested similar technical assistance.
Project 3 World Refugee Survey
The World Refugee Survey is an annual report with comprehensive articles and detailed statistics on the world's refugee and internally displaced persons. It includes specific reports on each country that hosts a significant number of refugees or has within its borders a significant population of internally displaced persons.

Gen Purp The Foundation was established to strengthen ties
between the US and Ukraine and to carry out programs which will promote the democratic and free market development of Ukraine and other republics of NIS. The Foundation solicits grants and contribution from private foundations, corporations and individuals as well as the US government to undertake a variety of democracy-building, economic, civic, and humanitarian projects in Ukraine.
NIS Role Through conferences and in-country assessment the
foundation designs and manages programs in Ukraine in such key policy areas as economic reform, national security, human rights, and the environment. In order to provide necessary informational resources and technical assistance to Ukraine in an effective and coordinated manner, the Foundation is planning to establish an American Center in Kiev. The activities of the center will serve separate needs and constituencies, supporting and reinforcing different, but complementary elements of the political and economic transformation.

Project 1 Biblioteka Information Center (BIC)
In its initial phase, BIC serves as an immediate resource pool on subjects including national security, economic reform, rule of law, environment, human rights, and energy for use by the Pylyp Orlyk Institute staff and members of the Ukraine Parliament. The center consists of Western publications, research papers, and audiovisual programs. In its second phase, to occur at a later date, the BIC will serve additionally as an information bureau of legislation, reports, maps, books, periodicals, and audio programs for Americans interested in embarking on projects in Ukraine.
Project 2 Pylyp Orlyk Institute (POI)
POI is a public policy research institute that prepares analyses of legislation and option papers for use by Ukrainian policymakers, translates and publishes Western publications for dissemination in Ukraine, publishes reports and papers for use by American organizations interested in Ukraine, and provides training and internship opportunities for Ukrainian policy analysts and legislative staff. The Institute publishes Western Window on Ukraine, a bi-weekly translation of relevant Western media, US congressional testimony and US government statements, and distributes it to the government and media in Ukraine.
Project 3 US-Ukraine Democracy Hotline
The Hotline is an electronic mail hook-up that facilitates communications and working relations between Ukraine policymakers and wester advisors. The Hotline transmits important US government policy statements, excerpts from mass media papers by members of the advisory boards, and requests for information from both offices.
Project 4 US-Ukraine Talent Bank USTB will serve as a database of organizations and individuals interested in supporting Ukraine's democracy-building efforts by such means as working or interning in Ukraine, writing policy papers, organizing exchanges or seminars, hosting interns, and by maintaining resumes of Ukrainians interested in internships in the US.
