Gen Purp The James M. Cox Jr. Center for International Mass Communication, Training & Research provides practical training for professionals and students overseas, frequently in cooperation with governmental and nongovernmental groups. It also brings a limited number of journalism trainees to the Center for certificated, nonacademic credit training. The Center focuses on those regions, including CEE and NIS, where traditional mass media education and training has been underdeveloped. The Center provides small grants for international communications research usually upon a given theme.

NIS Role The Center works closely with journalism groups, universities and various governmental bodies in CEE/NIS, at their request, to help the media prepare for function in a free enterprise system, emphasizing an independent press. The Center holds workshops and seminars relating to editorial training sand also to help develop a business infrastructure for a successful mass media.

Project 1 Economic Workshops and Sminars

The project develops and delivers short-term, intensive workshops and seminars with the goal of developing a successful independent press in this region. Examples include a regional seminar for economists on developing communication skills held jointly with the International Institute for Economic Growth in Sofia, Bulgaria; and a Business and Economics Reporting Seminar to develop expertise in coverage of the emerging free enterprise sector in Albania. The Center hopes to hold similar sessions in the Republic of Georgia in the near future.

Project 2 Journalism Training

The Center sponsors three-to-six month training programs for trainees selected from CEE/CIS countries such as Czechoslovakia and Russia, as well as from Africa. These training programs, conducted at the University of Georgia, emphasize further training in print and broadcast journalism. Trainees attend specific classes at the university, as well as work as interns at newspapers, magazines, and radio stations.

Gen Purp UIC is the largest institution of higher learning in the Chicago area, one of 70 "Research I" universities in the US and increasingly significant center for education, research, and public service. UIC's sponsored research support with development expenditures, is in excess of $85 million a year. Fifteen colleges offer programs to approximately 25,000 students (65 percent undergraduate, 35 percent graduate and professional). Doctorates and professional degrees are offered in 54 fields, master's degrees in 93 fields, bachelor's degrees in 99 fields. International students are seven percent of the student body.

NIS Role UIC research and faculty collaboration takes place in essentially every country in CEE/NIS. Activities vary from faculty and student exchanges, to join research, to medical improvement.

Project 1 The Ukrainian Environmental Health Project (UEHP) UEHP is an international academic consortium comprised of six institutions. Its mission is to promote an information exchange, collaborative research, technical assistance, academic exchanges, and curriculum development with Ukraine. Existing collaborative research programs include assistance in the nuclear-contaminated Chernobyl region outside of Kiev and the Chernivtsi alopecia (baldness) outbreak. UEHP seeks to promote environmentally sound economic development in Ukraine, as well as serve as a resource to groups and/or industries who need information on Ukrainian environmental and occupational health policies and regulations.

Gen Purp WIIS is an international nonpartisan network and educational program dedicated to enhancing opportunities for women working in the fields of foreign and defense policy. WIIS also informs others about the roles and contributions of women in the international security community. The organization includes women from academia, policy and research institutes, the diplomatic corps, the intelligence community, the media and the private sector.

NIS Role WIIS conducts conferences and workshops on ethnic conflict and its impact on international security. WIIS also is developing a cadre of civilian experts on defense policy in the NIS.

Project 1 Conferences/Workshops

WIIS plans to conduct two major events in the coming year. A workshop, October 1993 in Tallinn, Estonia, will explore how ethnic factors affect the interstate relations of Russia, Ukraine and Estonia, and what impact conflicts between these states have on European security and the US role in Europe. A symposium, to be held Spring 1994 in Moscow, will address the issue of civilian expertise in the defense/military arena and will offer training by Western experts on such issues as military and defense organization and budgeting. Women scholars in the East and West will have an opportunity to engage in interactive research.

Gen Purp IHRC collects, preserves and makes available for

research manuscript, print and audio-visual materials related to immigration and ethnicity of 24 ethnic groups that originated in eastern, central and southern Europe and the Near East. IHRC also promotes the study of the contributions of immigrants to the US through the sponsorship of conferences, seminars, exhibits and publications.

NIS Role IHRC provides institutional links to similar organizations in CEE/nis. IHRC preserves the history of emigrants from the aforementioned regions. IHRC's archives and library contain materials from areas of origin related to emigration from these places to the US. IHRC is also involved in contemporary issues, having recently co-sponsored a conference to explore the responses of ethnic individuals and communities in Minnesota to the independence of CEE/NIS after the break-up of the Soviet Union.

Project 1 Cataloguing Materials on the Post-WWII Diaspora

A grant from the Social Science Research Council enables the IHRC, in conjunction with the University of Minnesota Libraries to catalog backlog monographs and periodicals pertaining to the post World War II Eastern European diaspora. The materials, produced by Latvian, Lithuanian and Ukrainian emigre communities, document experiences in displaced persons camps and during resettlement and adjustments to the US and other countries of refuge.

Project 2 Doc & Cataloguing of Mtl on the Post WWII Diaspora Grants from the National Endowment for the Humanities and the Social Science Research Council are enabling IHRC to process collections of organization records and personal papers which document the post-World War II migration of Latvians, Ukrainians and other Eastern Europeans to the US; and to catalog monographs and periodicals pertaining to their experiences during resettlement and adjustment to the US and other countries of refuge.

Gen Purp CERGE provides advanced (Ph.D.) level economics education, training, research, and advising. The principal regional focus is on the Czech and Slovak Republics. However, doctoral students and research projects derive from the entire CEE/NIS region. Cerge-EI (Economics Institute) is a unit of Charles University and the Academy of Sciences of the Czech Republic. It was co-founded by the Department of Economics, University of Pittsburgh.

NIS Role The doctoral students studying at CERGE come from 11 countries in the CEE/NIS region. The students will become the newly trained faculty of the universities of the region starting in the Fall of 1995. They also will assume major research and advisory positions. The research projects of the faculty, research staff and students of CERGE-EI encompass all aspects of the transition to a market economy for various countries. Emphasis is placed on the transition in the Czech and Slovak Republics.

Project 1 Practical Aspects of Privatization

The project addresses the various aspects of privatization, with particular emphasis on the economic transformation of the Czech and Slovak Republics. Information is disseminated by: 1-a newsletter called the Privatization of Czechoslovakia; 2-privatization lecture series; 3-distribution of lecture transcripts; and 4-interaction with government officials.

Project 2 Regional Net. of Info & Resources re:CEE/NIS reform

The project involves EC funding to promote CERGE's participation in establishing a regional network of data, research and discussion concerning CEE economic reform. The goals of the project are: 1-coordinate research projects with other CEE economic institutions; 2-serve as an archival source of information on CEE economic transformation; and 3-organize international conferences and seminars which facilitate the exchange of ideas among Central & Eastern Europeans and between Eastern & Western economists.

Project 3 Socio-Economic Impact of Economic Transformation

Several teams of researchers from CERGE and the Economics Institute will undertake an analysis of the nature of the transformation measures and assess their impact on key socio-economic indicators.

Gen Purp MDI has three main purposes: 1 - expanding knowledge of development management; 2 - developming methods and approaches for applying this knowledge internationally; and 3 - translating knowledge, methods and approaches into programs of training and research. IMDI does this by developing and delivering:

1 - learner-centered training programs in a variety of management-related areas; 2 - consulting and technical assistance activities domestically and internationally; 3 - research and publication; and 4 institutional linkage programs.

NIS Role IMDI conducted the Baltics Foreign Affairs Training Program in Tallinn, Riga, and Vilnius in October, 1991. IMDI has established an institutional linkage agreement with the Estonian School of Diplomacy and the Estonian School of Management, and has begun a visiting scholar exchange program with the Estonian School of Diplomacy. In 1993, IMDI assisted in creating an InternationalAffairs Network with professional international affairs schools in CEE/NIS.

Project 1 Assessing Institutional Capacity in CEE

The overall goal of this project was to create a network of professional international affairs schools in CEE and to link this network with member schools of the Association of Professional Schools of International Affairs (APSIA) in a 3-5 year program of CEE capacity-building. During the period December 1992-February 1993, a team from Pittsburgh's Graduate School of Public and International Affairs and IMDI carried out fact finding trips to CEE and the NIS. The purpose of these trips was to assess the qualifications of national institutions as partners in the formation of the network. The team evaluated institutions in the region and attended a planning conference in Budapest in May 1993.

Project 2 International Affairs Network

This collaborative venture involves the Graduate School, IMDI, the Association of Professional Schools of International Affairs, and selected institutions in CEE/NIS. The project will: 1-strengthen indigenous capacity for international affairs education, training and policy research in key institutions; 2 - diffuse skills and information to other relevant institutions; 3 - build collaborative relations between the CEE/NIS partners and their US counterparts; 4 - enhance US expertise and involvement in the region; and 5 develop a replicable model for US technical assistance.

Carolina provides leadership and management training, offers technical assistance to local and state governments and conducts research on policy issues. The Office of International Programs is actively engaged in expanding the Institute's programs to other parts of the world.

NIS Role Institute of Public Affairs has conducted a number of programs for participants from all the countries of CEE/NIS, except Albania. They have included high school and university student leadership exchanges, public management training and study programs on environmental issues from a public policy perspective. The Institute currently has grants for local government public administration training in Bulgaria.

Project 1 Legislative Training

This project funded by a USIA grant included a 17-day study tour for nine Members of Parliament to observe the legislative process in the US at the national and state levels during the summer of 1993. The fall of 193 will see a delegation from South Carolina making a follow-up visit to Moldova. They will conduct workshops and offer technical assistance to parliamentarians, local government officials and civil servants.

Gen Purp The Center sponsors programs which teach business principles and management practices in CEE/NIS and is starting a business school in Zelenograd (a district of Moscow) offering undergraduate and graduate programs.

NIS Role The Center has joint venture relationships in Zelenograd with MIET (the Electrical Engineering School) and the Zelenograd Association to create the Zelenograd Business School. It also has agreements for exchanges, research and joint activities with University of Veszprem, Miskolc University, Bucharest University of Economics, International Management Center, and SEED (Foundation for Enterprise Educational Development).

Gen Purp The Graduate School of Public Affairs (GSPA) provides professional education and degree programs for careers in public service, mid-career and in-service education short courses, conferences, and research in or related to public affairs. This research contributes to knowledge and understanding in both the theoretical and practical aspects of public affairs and assists in the effectiveness of government.

NIS Role GSPA participates in the Hubert H. Humphrey Program which brings fellows to UW for a 10-month program of professional and academic development. This year, one fellow will be coming from the Czech Republic and another from Ukraine. GSPA's "New Europe" seminar and lecture series focuses on public policy issues related to post-1989 Europe & Eurasia. Additionally, the program is involved in a UWSAID project in Romania to develop a school of Business and Public Administration Academy of Economic Studies. Plans are also underway to develop a Baltic Studies Program.

Gen Purp The University of Wisconsin's WSCCIP is a conduit connecting US resources with viable women's projects and NGO leaders. The emphases of the organization involves consulting, training and resource centers which focus on new, well-managed, not-for-profit models for: creation/employment retraining, social services for women (health, child care, safety-net needs), political leadership (public policy links, citizen participation, public information), women's studies (retraining, research, curriculum change, outreach), and building new NGO/institutional partnerships for women.

NIS Role The WSCCIP, through linking the US with national women's organizations and policy/research centers, has established working connections with diverse women's civic, service, research, and advocacy organizations in the NIS. The organizations builds productive connections between consulting expertise and resources from the US and women leaders in the NIS who are positioned to engage others productively in models for economic, institutional and democratic change.

Gen Purp VOICE International works to build the institutional and programmatic capacities of civil society organizations (CSOs) in former Soviet bloc countries. VOICE International provides technical assistance and materials, links groups in the region to US experts and to counterpart US groups and arranges internships in the US for CSO leaders.

NIS Role VOICE International provides technical assistance upon request to CEE/NIS organizations in CEE/NIS and serves as a clearinghouse for US domestic organizations working in social, human and economic development. CEE/NIS partners are information centers or leaders of CSO networks which serve as conduits to VOICE for the needs of their members. US organizations affiliated with VOICE to provide materials, expertise and linkages of their member organizations include the Child Welfare League of America, Family Service America and National Congress for Community Economic Development.

VOICE International facilitates counterpart linkages between grassroots organizations in CEE/NIS and US. It is currently developing linkages in the Slovak Republic and Ukraine.

Project 2 Technical Assistance and Materials

For two years, VOICE International has provided technical assistance, technical materials and linkages to outside experts in response to requests from CEE/NIS civil society organizations. Technical assistance has been provided in such areas as the development of civil rights, charitable and social welfare law, fundraising, proposal writing, organizing voluntary organizations, and social and human service policy and practice.

Gen Purp VOCA is an international people-to-people volunteer organization committed to strengthening democratic institutions, enhancing economic opportunities of cooperatives and agriculturally-based enterprises, and improving the environment of rural communities. VOCA's major objectives include the promotion of agribusiness development, environmental education and improvement (Volunteer Environmental Corps (VEC)), building grassroots democratic institutions, and women and agriculture.

NIS Role VOCA provides support, through short term technical assistance, to CEE/NIS countries to develop private farming and private agribusinesses. VOCA's activities are focused at the grassroots level; however the work done by VOCA volunteers has resulted in requests for assistance at the regional and national level as well. The co-ops, producer associations and agribusiness enterprises which VOCA has helped to stand on their own merits give credibility to the concept that farmer-owned and controlled cooperatives, producer associations and other private agribusinesses are key to the region's development.

Gen Purp The Professional Development Division (PDD) of the School of Business Administration exists to make businesses and entrepreneurs more competitive in a global environment by providing quality education, training, counseling, and business resources that deal with real business skills and problems.

NIS Role PDD provides Ukrainian graduate business students with the opportunity to attend classes and to intern with metropolitan Detroit businesses in the study of free market enterprise. The participants return to Ukraine to aid in the development of Ukrainian industries and a free-market economy. PDD plans to develop business development centers, a joint MBA program, faculty and student exchanges, internships in business, and an information and technology transfer exchange.

Gen Purp The university attempts to foster improved relationships with CEE and NIS; to enhance the exchange of faculty, students and information; to develop collaborative teaching and research programs; and generally to improve the human resource development activities of both sides.

NIS Role The university has sponsored the exchange of faculty for short study tours; has hosted numerous visitors from both CEE and nis, and has provided short-term training in coal mine management for groups of coal miners. The university currently collaborates on environmental policy research in Bulgaria and participates in collaborative research in Ukraine in a number of fields. In 1994, the university will initiate an undergraduate student exchange program.

Gen Purp The scope of World Learning's programs have grown beyond its original homestay exchanges, but its mission remains to enable participants to develop the knowledge, skills and attitudes needed to contribute effectively to international understanding and global development. It's international expertise is represented by three divisions: an accredited college, The School for International Training; traditional Citizen Exchange and Language Programs; and PVO activities operated by Projects in International Development and Training.

NIS Role World Learning currently administers more than 260 programs in nearly 70 countries, providing direct program services to more than 54,000 participants and indirectly benefitting more than 500,000 other people. In CEE/NIS, World Learning is engaged in two principal projects: Freedom Support Youth Exchange, Freedom Exchange, and the PVO/NIS Project.

PVO initiatives for the NIS encourage the growth of voluntarism while delivering assistance to areas and regions of greatest need. An evolving goal is to fund development projects in a number of sectors which go beyond short term delivery of humanitarian assistance. The intent is to establish a network of indigenous organizations able to sustain these activities. This process will lead to practical information on project implementation which will then serve to establish a set of guidelines for future activities in the NIS.

Gen Purp WMR distributes medical and dental supplies, equipment, instruments, and drugs for relief of indigent persons throughout the world and in the Detroit area. An application is required for overseas requests and must include proper documentation such as a customs clearance, registration of the requesting institution, and licensing of the physician in charge. WMR also requires a contact person in the US who will guarantee payment of shipping fees.

NIS Role WMR has sent shipments of dental supplies, used equipment and instruments and pharmaceuticals to hospitals and clinics in Poland, Romania, Lithuania, Ukraine, Bosnia-Herzegovina, Serbia-Montenegro, Albania, and Bulgaria. WMR is willing to work in any of the CEE/NIS countries as long as they have a US-based representative who will pay for the shipment, make the arrangements and meet the requirements of WMR's board-approved application.

NIS Role World Vision has been involved in CEE for over 20 years through churches and partner agencies. Starting 1990, World Vision became more involved in training, medical and therapeutic programs which provide information and direct services to communities, associations and institutions.

Project 1 Children of Chernobyl

Radiation readings in the southeastern part of the NIS range up to 20 times the normal rate. An estimated four million people are at risk of serious health problems. The 800,000 children in this area are considered in the most serious danger, due to their greater susceptibility to radiation poisoning. There are already documentable increases in thyroid disorders, respiratory problems, weakened immune systems, anemia, and leukemia. The project assists communities in medical intervention and treatment, provide medicines, radiation-free food and clean air camps for children, and medical training.

Project 2 Management Training

The project contributes to the transformation of the NIS through a program of management training for emerging leaders in the NIS. It promotes not only basic short-term societal survival, but also the long-term sustainability of democracy in the NIS. This project equips existing and emerging leaders of indigenous social service organizations with the basic management, problem-solving and resource acquisition skills so that they can adequately respond to the human and social needs in their communities and countries.

Gen Purp Worldpeace Exchanges administers an exchange of youth and staff in summer youth camps, homestays and school exchanges.

NIS Role Worldpeace Exchanges provides educational and community-building opportunities for NIS youth, orphan directors and counselors; brings child victims of the Chernobyl nuclear incident to US camps every summer; and sends 100 Russian-speaking American volunteers to work in Russian orphanages annually.

The International Research and Exchanges Board

(IREX) has announced opportunities for support of librarians, archivists, and information specialists pursuing projects relating to Central and Eastern Europe and Eurasia. Recognizing the critical role members of the information profession play in the field of Slavic and East European studies, this program has been created with the ultimate goal of improving access and working conditions for all researchers in the region.

Proposal may cover projects: --To assess the current state of exchange relations and/or international acquisition in a particular geographic area or with particular libraries, publishing houses, and other establishments of importance in maintaining and building strong collections in American academic libraries --To produce directories, research guides and other finding aids on collections, libraries, and/or archives in the region; --To work collaboratively on conferences and workshops (with particular weight given to initiatives that result in publication and other forms of public dissemination); --And other initiatives that are designed to increase the knowledge of the field of library and information science and/or improve relations with libraries and archives in the region.

IREX Special Library & Information Project support cannot be used for: individual research opportunities; subsidies to publish journals, newsletters, and other periodicals; undergraduate or pre-master's research and training; equipment; institutional overhead; book purchases or journal subscriptions; salary support or subsidies; or transoceanic travel on a non-US carrier.
