ENERGY CONSERVATION FINANCING SCHEME

CONSULTANCY SERVICES

INVITATION FOR EXPRESSIONS OF INTEREST

The European Bank for Reconstruction & Development (EBRD) intends engaging consultants to assist in preparing an investment in energy conservation by:

• identifying and analysing a pipeline of energy conservation projects in agribusiness, industry, district heating and municipal services;
• defining an Energy Conservation Financing Scheme (ECFS) to finance the above mentioned projects;
• assisting selected sponsors to prepare projects for financing under the ECFS, with: (1) design and detailed investment cost estimates (1) project financial and economic analysis; (ii) assessment of financial position of the sponsor, (iv) preparation of procurement documents, and (v) environment assessment.

The assignment is expected to start in September 1995 and last about 8 months. Interested firms are hereby invited to submit expressions of interest. A short list of six qualified firms will be formally invited to submit proposals following this invitation. Consulting firms from any country are eligible for short-listing. The estimated budget is ECU 483,110 ( US$ 603,887)

In order to determine the capability and experience of consulting firms seeking to be short listed, the expression of interest submitted should include the following: company profile, organisation, staffing and details of experience or similar assignments undertaken in the previous five years, including their locations CV's of staff who could be available to work on the assignment, including experts with more than 10 years' of experience in energy efficiency/conservation projects, preferably with previous exposure to CIS and Central and East European power and/or industrial sectors. The team should include an energy conservation expert and a financial analyst. Both experts will be based in Kiev full time. They will be assisted by (i) a legal and/or institutional expert with broad experience in project finance and/or implementation of energy conservation financing schemes; (ii) a procurement expert with broad exposure towards the energy sector, familiar with IFI's environmental procedures; (iii) an environmental expert

The lead consultants is expected to associate with competent Ukrainian engineering and accounting firms or individual expert(s) in order to utilise the available knowledge of local conditions and existing facilities.

The expression of interest should not exceed 10 pages.
