by

Dr. Pyotr Johannevich van de Waal-Palms

Sovetnik Pravitelstva CWA, Tovarichestvo Palmsa, Inc.

Investment Bankers. Washington, United States of America.

This program provides a mature successful American General Director as business advisor to a Russian General Director. Palms & Company started providing tutoring of General Directors in Russia in 1991, with the purpose of offering "Tutorials" and training in a Russian setting. Its general mission is to provide an intellectual atmosphere that provides the learning needed for Russian General Directors to join the mainstream of western education, join the emerging global economy, and create a civil society - a society that is steeped in the rule of law, universal human rights, and traditional liberalism.

Specifically, Palms & Company, Inc., Investment Bankers expose General Directors to the world in broad financial terms. The chosen method of accomplishing these goals is a "case study" pilot project of capital expansion for the Business of the General Director; an education based on traditional western concepts of corporate finance and investment banking as originating in the Industrial Revolution - a tradition that provides critical thinking, knowledge to use critical thinking and professional skills to use the knowledge. Palms & Company, through the development and execution of a distinctive "Mentorship", is supporting the accomplishment of the overall vision and mission of its President.

The initial major tutorial and Mentorship program of Palms & Company in applied economics, business administration, computer science, English, marketing, political science, were selected as important in meeting the needs of the Russian General Directors. There are three major components in the Mentorship. Core finance, designed to provide strategy for basic writing, computer, and thinking skills. General Mentorship, designed to provide a wide ranging set of new viewpoints and opinions, and professional Mentorship of staff to provide a capable work force to the General Director. All three sets are to further the goals of a business education within the work places of the Russian Federation

Within the Mentorship, Palms & Company assures a continuing broad education throughout the relationship with the Russian General Director through cross-disciplinary activities - cross-disciplinary tutoring, cross-disciplinary information sharing, and cross-institutional collaboration. The latter includes inviting General Directors to participate in visits to the United States and sending them into the wider social environment to work and learn in the United States.

BUSINESS MENTORSHIP: The intent of the Palms business Mentorship is to provide General Directors with an ability to make profound changes in any environment in which they choose to work. The business tutoring is based on two fundamental assumptions: business is a social science - not a mathematical science; successful businesses, in the late 20th century, function as interdependent realities. Realities that integrate into the cultural norms, ethics, and values of the local and regional cultures in which they operate and create new constellations from local and regional groupings, while maintaining a strong core identity for themselves. The business Mentorship is designed from these assumptions. Its purpose is twofold: (1) provide knowledge that permits The General Director the skill

to lead the necessary changes from a command to a market-oriented economy; (2) assure the General Director can lead themselves and others in integrating their business education in a wider social context. Particularly, the curriculum provides the basis for Russian General Directors to (1) identify key constituencies (customers) for whom they can work and thereby extend western business concepts, education and training, (2) learn and use communications methodologies required by key constituencies, and (3) learn and use appropriate and effective techniques and tools for measurement of results obtained in the capitalization project and in the general business environment. When finished the General Director will be able to work in global companies, Russian companies, or be able to start up new enterprises. The Palms business Mentorship is designed to provide the basic business skills needed by a General Director, a broad understanding of the social context in which business takes place in the West and the analytical skills needed to integrate the entire learning process in profitable business relations.

There is a mix of business information, core strategy, and general education apprenticeship throughout the time the Russian General Director is a client, permitting parallel learning of business skills and life skills. The general education categories are designed to provide both analytical skills and specific knowledge in fields other than business. We recommend that General Director also participate in work in the United States to assure a deeper understanding, of the U.S. from a fresh point of view.

BUSINESS CURRICULUM INNOVATIONS TO MEET THE PALMS & COMPANY MISSION:

The basis of the Mentorship is to create a basic paradigm shift from a producer/consumer paradigm to a customer supplier paradigm. It is also designed to fit into a framework that will prepare General Directors for further work in the US and for employment in global firms.

The business apprenticeship is innovative, in three ways: (1) it is highly rigorous in demanding a melding of theory, analysis, and action; (2) apprenticeship requires that the General Director demonstrates the ability to work with on-going problems and institutions located in The United States, Europe, and Asia; (3) learn to work together with the "Mentor" in ways that develop leadership and motivational skills. The purpose of these innovations is to inculcate in General Directors the ability to understand change and ways to effect change through the concept of constant improvement. The overall purpose of these innovations is to create a learning organization within the business organization - an organization in which everyone is both teacher and student. This provides assurance for the development of a broad basis of understanding of business, business skills and their use in the business arena as well as in society as a whole.
