DESCRIPTION OF THE GRANT PROGRAM

The Russian-American Media Partnerships Program (RAMP), funded by the U.S. Agency for International Development (USAID) in September 1994, opens its competitive grants program on February 15, 1995 for U.S. and Russian media organizations. The $10 million, three-year grants program is the largest U.S. media assistance effort in Russia. Grants ranging from $20,000 to $300,000 will be awarded to approximately 20 partnerships to help strengthen non-governmental Russian media by providing access to U.S. management expertise, training and other resources.

Grant recipients may include newspapers, magazines, television and radio stations, broadcast networks, newspaper groups, news agencies, press associations, journalism schools, professional associations and other entities engaged in media-related activities. Funding is provided to both Russian and American partners for internships, exchanges, training, site visits and equipment. Organizations already in bilateral relationships or newly formed Russian-American partnerships may apply for support.

Russian applicants must demonstrate potential for financial viability and support open information exchange in Russia. U.S. partners should have the capacity to provide technical assistance and a willingness to make in-kind contributions. Emphasis is placed on regional and national activities as well as on efforts that can be replicated.

Grants will be awarded in each of three phases through early 1996. The deadline for the receipt of proposals for Phase I is Friday, March 31, 1995. The second and third phase deadlines will be announced at a later date. Final award recipients will be selected by USAID following a qualifying process administered by the project Management Group.

RAMP is managed by Inter-news, a non-profit organization based in Arcata, California, and the Russian-American Press and Information Center (RAPIC), of the New York University Center for War, Peace, and the News Media. Internews focuses on partnerships with electronic media, while RAPIC works exclusively with print media. The RAMP Management Group also includes the Corporation for Public Broadcasting and Management Systems International, Inc. Other affiliated organizations include: the All-Russian Institute of Press and Mass Information, the American Press Institute, the Center for Foreign Journalists, the International Press Institute, the National Association of Broadcasters, the National Newspaper Association, the Soros Foundation, and the Russian Association of Journalism Educators.

Internews was founded in 1982 to support the independent broadcast media in the former Soviet Union and other parts of the world through training programs and equipment grants. The organization has offices in Moscow, Kiev, New York, Washington, DC, and San Francisco. RAPIC is a project of the New York University (NYU) Center for War, Peace, and the News Media, which has supported the development of independent media in the former Soviet Union since 1985. RAPIC centers are located in Moscow, St. Petersburg, Nizhny Novgorod, and Novosibirsk. The NYU Center maintains offices in New York and Boston.

Together, Internews and RAPIC have over twenty years experience working with the Russian media. They have been the most active Western organizations offering media management and business training for the non-governmental media in Russia over the last decade.
