    Subject: Sources of Funding in the Newly Independent States

    The sources of funding for activities in the CIS are many and varied. Unless you know where to look and precisely what you are looking for it can be confusing. In fact, in an ever-changing CIS environment, it is hard to know where funding is with any precision. There are many Private Volunteer Organizations (PVO's) looking to tap into funds in the sectors of health, the private sector, democratic reform,

    exchanges and training, and women's health. INTERACTION, an association of U.S. PVOs, is seeking to coordinate and concentrate funding priorities for the NGO community in these sectors.     Project 1 Business Development Center

    AARW is establishing a Business Development Center which will provide a supportive environment for new small businesses. American business experts will provide entrepreneurial training at the center. Space will be provided by the local government which will also share the cost of the operation. The center is scheduled to begin operations in Winter 1994.

    Project 2 Incubator

    This program provides for the formation of incubator units with stores. Its focus is entrepreneurial training and computer services with ongoing US mentors and teachers.

    Project 3 Roundtables

    Twice a year, AARW sponsors groups of American business-women to visit key cities in NIS to meet with women in groups settings to exchange information. These roundtable discussions address such issues as business skills needed for success, obstacles which women face in business, and organizational skills. American participants gain insight into the lives of NIS women.

    Gen Purp AUDEM seeks to enhance the role of higher education in

    promoting democratic institutions and economic development including technology transfer, decentralized decision making human health, sustainable habitation of the earth, and common moral and social values.

    NIS Role Formed in 1990 as a consortium of universities in CEE

    and the US, there are now 83 Members and Associate Member institutions of higher learning - 63 in CEE and 20 in the US. AUDEM plans to expand membership to the NIS, the Balkans, the Baltic nations, and into Western Europe. The Alliance provides a forum: to help individuals and institutions initiate, strengthen and broaden multilateral networks among the US, Western Europe, CEE and NIS supporting higher education reform in the international area; to help CEE universities reconnect with their communities; and to help educators understand and anticipate a unified Europe.

    NIS Role Since it began in 1982, AmeriCares has distributed over

    $511 million in food, medicine and medical supplies to 75 countries around the world. Over $117 million of this aid (23%) has gone to CEE/NIS countries.

    Project 1 Building Civil Society and the Voluntary Sector ADF works with Interlegal, a nonpartisan organization established in Moscow to promote the growth and

    development of the independent sector. ADF and

    Interlegal receive support from the USAID PVO/NIS Initiatives Project for their collaborative efforts to help remove impediments to voluntarism in Russia, Ukraine, Kazakhstan, and Uzbekistan. ADF/Interlegal program activities include research and education programs to build public understanding and support for the independent sector; legal services to PVOs to facilitate their registration and organization; and technical assistance to PVOs.

    Project 2 Promoting Respect for Human Rights

    ADF supports the institutional development and program activities of the Moscow Human Rights Center, an umbrella organization of 18 human rights organizations established in 1991, to collectively promote human rights and improve the rule of law in Russia. ADF is

    assisting the Center to provide support for the development of human rights organizations, carry out human rights education, organize a human rights network throughout Russia and other republics of the NIS, and enhance advocacy skills in support of the development of a democratic framework of law which protects basic human rights.

    Project 1 Clearinghouse for Dev.Infrasturcture of Sci&Tech Over the past two years, numerous foundations, professional societies, private enterprises, NGOs, and government agencies have rushed to implement programs to sustain the most promising sectors of NIS science. AAAS is taking the lead in carrying out the recommendation that it house an international clearinghouse for information and support programs to help strengthen the infrastructure of science and technology in the NIS.

    Project 2 Distribution of Scientific Journals in the NIS AAAS has organized a project which makes available 12 copies of 138 scientific journals to major libraries and institutes in Russia, Ukraine, and Belarus. AAAS uses the services of a US-based company to inventory, airlift, and deliver journals to these sites in the three republics. Some of the 17 participating

    publishing societies receive reimbursement for the marginal production costs of the extra journals while other have offered to donate their journals. AAAS supports this project through a grant from the John D. and Catherine T. MacArthur Foundation.

    Project 1 International Partnerships Among Museums AAM, through the IPAM program, works to establish lasting institutional ties between museums with similar missions. The program provides an opportunity for museums in the US and counterpart institutions abroad to develop mutually beneficial relationships by conducting joint or complementary projects. The project is implemented through the exchange of institutionally-nominated staff members for four to six-week residencies in each partner museum. IPAM promotes institutional development while enhancing the ability of participating museums to enrich their own communities.

    In response to some requests, in lieu of a workshop, CEELI offers immediate assistance either with a visit by a small delegation of legal experts or by circulating draft legislation within the US for comment. By relying primarily on ABA sections with the appropriate expertise, CEELI has been able to respond

    with expert assistance on draft laws on antitrust, tax, foreign investment, and land use, as well as the constitutions of Poland, Bulgaria, Albania, Lithuania,

    Belarus, Kazakhstan, Armenia, Romania, and Kyrgyzstan.

    Project 2 Resident Liaisons and Specialists

    CEELI places resident liaisons who work with local legal experts and assist in the coordination of long term projects in such areas as constitution drafting, court administration, foreign investment, white collar crime, and legislative procedure.

    Project 3 Technical Assistance Workshops

    CEELI conducts technical assistance workshops which typically focus on a particular substantive area of the law. Held in the requesting country, workshops involve the participation of experienced lawyers or judges; the team usually includes a representative from a civil law country. Workshops provide an opportunity for extended dialogue among participants, discussion of the legal traditions of various countries, presentation of case studies, assistance in drafting legislation, and systematic follow-up.

    Workshops are usually one week in length.

    Gen Purp ACIL's mission is to stimulate international dialogue

    between a diverse group of developing leader from the US and their counterparts abroad, improve communications between countries where official and private relations have been strained or negligible and provide access to a diverse and influential network of alumni, many of whom would not have been exposed to this type of dialogue except through ACIL. ACIL conducts two week exchange programs which include visits to small towns and major cities, meetings with business and government representatives, visits to factories and other activities.

    Gen Purp ACTR/ACCELS was established in 1974 as a professional

    organization of university and secondary school Russian instructors and specialists to advance research, training, and materials development and to strengthen communication within the profession. ACTR works in close cooperation with USIA and congressional leaders to implement several major US-NIS exchange initiatives including HIGH School Academic Partnerships, the Presidential Undergraduate Exchange, the Freedom Support Act, and the Regional Scholars Exchange. In 1992-93, ACTR facilitated the exchange of over 1600 students and 80 teachers.

    NIS Role To support its programs in the NIS and provide

    information about educational opportunities in the US for international students, ACTR/ACCELS has opened offices in the major regions of the NIS. These offices recruit and select participants for US-based programs; provide advising and educational testing services in NIS; and support American students and researchers taking part in individual or group academic programs under the auspices of ACTR/ACCELS. Beyond its exchange programs, ACTR also organizes conferences and delegations of leaders in secondary education to develop further educational cooperation between the US and NIS.

    Project 2 High School Academic Partnership Exchanges 93-94 With support from USIA, ACTR will continue this binational program of active academic partnerships between Russian and American high schools which includes a program of annual secondary school exchanges between the two countries. For Americans, a typical stay is four weeks. For American schools that participate, the basic obligation is to maintain an

    educational partnership with a school in the NIS, normally exchanging ten students and one teacher annually. The program promotes an exchange of ideas,

    values and information between high school students, teachers and the participating communities.

    Gen Purp ACYPL sponsors the exchanges of rising young American

    and foreign political leaders aged 25 to 41. The exchanges are intended to educate participants about the complexities of foreign policy decision making, while creating a better understanding of American political and governmental process, as well as those of other countries.

    NIS Role ACYPL's goal is to develop counterpart organizations in

    the region. The organization has conducted exchanges with the NIS since 1971, and in the past decade has expanded to include operations in Hungary, Poland, Czechoslovakia, Romania, and Bulgaria. The exchanges with Russia are now annual; programs in the CEE are ad hoc.

    Project 1 Armenia Children's Rehabilitation Center Building on the success of its 1989 airlift of earthquake victims and on the progress of construction of the Children's Rehabilitation Center in Gyumry (formerly Leninakan), as well as the therapy training and treatment program, JDC-IDP formed a consortium with the American Red Cross, Project Hope and the Armenian Assembly of America to continue rehabilitation

    efforts in Armenia. The consortium was awarded a $4.7 million grant from USAID for this project.

    Project 2 Food Distribution in Moscow and St. Petersburg JDC-IDP is one of seven NGOs awarded a grant from USADA for distribution of food aid in Moscow and St. Petersburg. JDC-IDP introduced an innovative approach of delivering food packaged in small family-sized packages instead of bulk supplies. Each package contains rice, beans, peas, vegetable oil, and powdered milk. Deliveries are made to needy families and organizations that serve them.

    Project 1 Aid to the Victims of Environmental Disasters Local families in the Albany, NY, area hosted 16 children from the Chernobyl region for a month-long visitation. Some of these children received medical and dental care. Clothing was collected and sent to the social services administration in Kiev for distribution. Funds were collected for the purchase of medicine and vitamins for needy children in Ukraine.

    Project 2 Assistive Technology Information & Resource Exch. This project develops a professional exchange of existing and emerging applications of assistive technology. Phase 1 involves the exchange of technology and equipment between the Center for the Disabled in Albany, NY and Tonus, the first private nongovernmental cerebral palsy clinic in Kiev. Phase 2 provides for an expansion of technology exchange between a consortium of USW hospitals and various hospitals in Ukraine. Phase 3 is being planned to assist in the development of a national rehabilitation equipment manufacturer and development of clinical assistive technology methods.

    Project 3 Demchuk Scholarship fund

    This fund has bee established for the purpose of providing training in Western Universities for Ukrainian marketing specialists and managers in business and other organizations. The initiative for this fund came from the Kiev Polytechnical Institute.

    Project 4 English as a Second Language Teacher Training Inst

    The Institute upgrades English language skills by training in the newest language teaching methodology and providing total cultural immersion for the participants. Courses are held at Siena College, Loudonville, NY. In the summer of 1993, participants

    included eight teachers of English and five students in their last year of teacher's college. A Teacher Resource Center for Sumy, Ukraine, is in the planning stages.

    Project 5 USA-USA (Ukrainian Student Assn-study in USA) USA-USA assists students from Ukraine to study in American universities. During the summer months, a workshop was conducted in Kiev to teach students how to apply to US colleges and universities for admission and for scholarships. As a result of this workshop, a

    number of students were able to obtain full scholarships from American universities. Funds are being raised to cover the expenses for TOEFL exams in

    Ukraine.

    Project 1 Career Development Exchanges

    AIPT's Career Development Exchanges program will provide a training exchange to individuals in all fields, other than those in the hospitality/tourism industry who have completed their education and have at least six months of work experience in their field. Exploratory discussions are in progress in several CEE/NIS countries but no formal agreements have been concluded.

    Project 2 Expansion of Experiential Exchanges

    AIPT is pursuing a two-track strategy for the expansion of experimental education exchanges between CEE/NIS and the US: expansion of its network of "cooperating

    counterpart" organizations in CEE/NIS to facilitate an expansion of its existing programs, and development of a new program unit focused on CEE/NIS offering new program formats to supplement the existing individual practical training opportunities already in place. Reciprocal opportunities for US trainees to gain experience in CEE/NIS is a mid to long-range goal.

    Project 3 Student/IAESTE Exchanges

    AIPT is the US member of the International Association for the Exchange of Students for Technical Experience (IAESTE). The IAESTE program provides on-the-job, practical training exchanges for college and university students in engineering agriculture, architecture, and the natural and physical sciences among 65 member countries. AIPT's long-term goal is to substantially increase its already established IAESTE exchanges with each of the member countries in the region and to assist with the development of the new of changing counterparts in the CEE/NIS.

    NIS Role AVSC is trying to increase awareness of family planning

    and voluntary sterilization among the Romanian medical community and its client population by conducting workshops and seminars and by developing informational materials. It is also trying to introduce voluntary surgical contraception in NIS. Through these efforts AVSC hopes to reduce the high rate of abortions in the region and increase access to safe and voluntary contraceptive services.

    Project 1 Democracy and Federalism

    Democracy and Federalism is a program conducted in affiliation with the Brookings Institution. Its delegations consist of corporate executives, local government officials, and members of academia who work primarily to assist the Russian Federation in its transition to democracy. Delegations focus on various aspects of modern democratic society such as the importance of the separation of powers in a federal system of government. Dialogue with the Russians also emphasizes financial management, defense conversion and, in general, providing technical assistance to building democratic institutions.

    Project 2 Dialogue on Defense Industry Redirection The Dialogue on Defense Industry Redirection is a corporate-to-corporate dialogue, set up to promote successful conversion and redirection of state-owned enterprises. It also assists such enterprises in the transformation to a market economy. The Atlantic Council works closely with the Institute of World Economy and International Relations of the Russian Academy of Sciences (IMEMO) in alternating visits to the US and Russia of corporate delegations.

    Project 3 Program of East-West Relations-Democracy&Federalsm This program includes on-the-job training of six teams of three officials each (a member of the Russian Federation Supreme Soviet, a member of a state council, and member of a city council) in each of six American states in early 1992. The three-person republic, state, and local teams will then return home

    both to transmit further and implement their on-site observations of the work of their American counterparts. Americans will also be assigned in 1992

    to advisory capacities in institutions relevant to the development of Russia.

    Project 4 Future of Russian-Amr Rels in a Pluralistic World

    The Future of Russian-American Relations in a Pluralistic World is a joint program of the Atlantic Council and the Institute of World Economy and International Relations of the Russian Academy of Sciences. It is designed to formulate policy recommendations for both governments, private-sector decision makers and international institutions. The aim is to identify trends, challenges and opportunities in US-Russian relations and supply concrete solutions to various political, economic and security issues.

    Project 5 Future of Ukrainian-American Relations

    The Future of Ukrainian-American Relations is a program jointly run with the Institute of World Economy and International Relations of the Academy of Sciences of Ukraine. The focus is on identifying emerging trends in US-Ukrainian policy and formulating joint policy

    recommendations. Specific areas of interest are: international and national security for Ukraine, Ukrainian economic transformation, and the removal of

    nuclear weapons and arms control.

    Project 1 Education Program

    BBF ships textbooks and educational materials to 20 countries each year. Gift-in-kind donations are made by publishers from excess inventory of new textbooks. Used books are donated from school districts nationwide. Shipments are made in 20 or 40 foot containers. in 1992, BBF shipped 21 million textbooks.

    Project 2 Medical Program

    BBF collects and distributes donated medical equipment and supplies and a wide variety of medicines and vitamins in order to improve the standard of health care for people in NIS/CEE countries.

    Gen Purp CFPD was established in January, 1981, at Brown

    University to engage in research on US policy

    concerning the Soviet Union and related security issues. Its mandate is to bring together scholars, policymakers, and the public in a search for policy choices that can lead to consensus on American national security and foreign policy. CFPD also organizes cooperative research efforts with institutions in NIS and facilitates broader contacts between Brown, the US, and the NIS>

    NIS Role CFPD organizes and directs research projects on mutual

    security, the foreign economic policy of the NIS, international security, and regional and

    country-specific issues, and engages public interest in security and foreign policy. CFPD offers seminars,

    workshops, lectures, and a variety of publications to represent project work. In addition to ongoing research projects, CFPD sponsors visiting scholars and

    delegates from the NIS and develops outreach to institutions and scholars in the NIS.

    Project 1 Choices for the 21st Century

    This project provides high school and college teachers with supplementary textbooks and an ongoing series of reproducible units on current foreign policy issues. They are designed to foster discussion and debate by introducing issues in which there is neither expert nor public consensus. CFPD's curricular materials are developed by experienced educators in association with a broad group of classroom teachers and backed by the research support of CFPD and Thomas J. Watson, Jr. Institute for International Studies. New units are released every three months. Workshops and training are provided.

    Project 2 Naval Strategies Conferences These conferences, hosted by CFPD, brought together US, Russian, and British active-duty naval officers and civilian specialists on maritime issues to discuss naval strategy and doctrine. A conference in November 1990 was the first held in the US in a series of meetings aimed at expanding East-West naval contacts. Previous meetings were held in Great Britain and the Soviet Union and opportunities are being investigated for conferences in Moscow and Providence over the next two years.

    Project 3 Security for Europe This project has adapted public opinion research methods

    from previous projects, with the cooperation of a partner institutes in each participating country, to identify underlying public attitudes on basic issues that broadly affect "security." A parallel track will

    engage policy specialists in research on the same issues. The two tracks will interact regularly so that they can inform each other's work. Policy papers have been prepared on the possibilities for positive sum security arrangements (military/political/economic) for Europe. Along with CEE/NIS, Germany is also included.

    Project 4 Soviet Foreign Economic Policy and Int'l Security This project is a multi-faceted effort to understand and analyze the changes in and the impact of the domestic and foreign economic policies of the NIS. The current focus is threefold: to assess the prospects for foreign direct investment at the republic level; to provide and exchange information on research in the area of foreign direct investment; and to expand the scope of CFPD's in various republics. The project publishes briefing papers on various topics relating to economic issues in NIS and also maintains a database listing of registered joint ventures.

Simultaneously, the organization significantly reduces waste management problems in US hospitals by harvesting tons of new or reusable items, thereby providing a second life (often, a first life) for these materials overseas.

    NIS Role Carelife International assesses the needs of health

    care institutions in CEE/NIS and then mobilizes American hospitals, manufacturers and others to donate the needed medical supplies, equipment and pharmaceuticals. Since sophisticated diagnostic and treatment equipment (new and remanufactured) is a major component of our programs Carelift International focuses on delivering its donations only to those institutions that have the requisite sophistication to use the equipment properly.

    Project 1 Adopt-A-Hospital

    Adopt-A-Hospital program operates in conjunction with Operation Carelift. The program connects a group of American hospitals with a single CEE/NIS counterpart institution which is among the recipients of donated supplies, equipment and pharmaceuticals via Operation Carelift. These affiliations are used to establish training and exchange programs in allied health, biomedical engineering and health administration, so

    that the recipient institutions can best utilize the donated resources.

    Project 2 Biomedical Training and Equipment Conversion

    This five-phase program focuses on the repair,

    electrical conversion and installation of medical equipment into designated recipient hospitals and clinics in the NIS. The goal is to train biomedical engineers in the recipient country's hospitals to perform the repair, conversion, and continuing

    maintenance and training on the equipment that has been placed in their hospitals.

    Project 3 Operation Carelift

    Operation Carelift is an ongoing program which obtains used and new medical equipment, supplies, disposables, and pharmaceuticals for transport to larger, prequalified, institutionally-based health care facilities in the CEE/NIS. Carelift's guiding principle is that it will ship no goods that will or can do harm, or which will be wasteful or unusable by the recipient. Where possible, Carelift will not interfere with commercial activities which are adequately supplying medical resources to the indigenous health care system of the recipient country.

    Gen Purp CCI creates programs to meet the most urgent needs of

    nis citizens as they struggle towards democratic and economic reform. CCI's programs in business management training, small-scale agriculture and environmental restoration are volunteer-intensive and are targeted at empowering citizens to take responsibility for their own well-being.

    NIS Role CCI-St. Petersburg has eight paid staff, its own legal

    registration and carries out all of CCI-USA programs in the region. In addition, it runs a few small project with other US PVOs. International Bank of Ideas (CCI's Moscow partner is independently registered, about 95% of its support comes from CCI-USA, and it carries out all program work of CCI in the Moscow area with a staff of 10.

    Project 1 Agricultural Initiative

    This project is designed to stimulate urban/surban food production and food self-sufficiency. Horticultural information will be translated and provided for distribution in the NIS. Seed stock and small agricultural/gardening tools will be exported. Media and demonstration events will promote horticultural education. US experts in horticulture will provide lectures and seminars.

    Project 2 Economic Development Program

    This business management training program consists of four interactive components: 1- US business consultant teams are sent to Russian firms for three weeks (at six month intervals); 2 - Business information centers with a resident business manager, library, training courses, and one-on-one consulting, will be established in selected Russian cities; 3 -- Russia entrepreneurs will spend a one month immersion training period in US firms; and 4-- a mass media education program will be produced to include radio interviews, newspaper articles, and TV segments.

    Project 3 Environmental Program

    This program was created in 1989 to support nongovernmental environmental scientists and activist

    in the NIS. The program oversees collaborative exchanges, training and material support in the following areas: the nuclear weapons industry, Lake

    Baikal sustainable land-use plan, and St. Petersburg water pollution and energy efficiency. CCI cooperates closely with many American and Russian ecological organizations. Its main partner in Russia is the Socio-Ecological Union, an umbrella environmental organization of over 300 groups in the NIS.

    NIS Role CCSI acts as a general clearinghouse for PVOs in

    CEE/NIS. In 1993, CCSI published Channels: A guide to Service opportunities in the NIS and arranged for its translation and publication in Russian. The Center sponsored workshops in Kiev and Minsk for oblast-level Red Cross officials on techniques of fundraising and corporate solicitation.

    Project 1 Civil Society-East and West Clearinghouse CCSO publishes a monthly newsletter, Civil Society: East and West, which includes profiles of US organizations working in the NIS, how-to information on e-mail, notice of new publications and materials, listings of volunteer opportunities for Americans in the NIS, and stories about developments in the NIS tat are of importance to US voluntary organizations

    operating in their region. CCSO also maintains a database of more than 1,000 American organizations whose expertise and resources would be of interest to

    NIS NGOs. CCSO plans to make its database and newsletter available on-line by early 1994.

    Project 2 Civil Society: USA

    A directory will be published that profiles 100-300 American NGOs in a variety of fields. Organizations will be selected according to their importance as constituent elements of "civil society" in the US democracy and their relevance to the economic, social, and political challenges facing CIS society today.

    Project 3 Civil Society: USA

    Civil Society: USA is a manual which attempts to educate citizens of the NIS as to the contributions which voluntary associations in the US make towards strengthening democracy. The manuscript describes the work of over 160 American organization active in a wide range of fields. It include a 20 page introductory essay on the role and scope of NGOs in the US. The Russian Science Foundation in Moscow will publish a Russian edition in November 1993. CCSI

    hopes to have the manuscript translated and distributed in other NIS and in the Baltic countries.

    Project 4 Fund-Raising Assistance for NIS Nonprofits CCSI seeks to improve the fundraising abilities of indigenous NGOs in the region. Fundraising seminars for oblast-level Red Cross and Red Crescent Societies were held during the summer of 1993 in Belarus and Ukraine. These seminars were very successful and may be repeated in Moscow in late 1993. Prof. Robert Bowie is preparing a Russian-language manual for nonprofits on how to seek grants from Western corporations.     NIS Role The Center has undertaken a number of programs to

    assist the emerging democracies of CEE/NIS. It has

    organized a series of informal conferences and dialogues designed to encourage exchange among parliamentarians and other leaders from CEE, Western Europe, the NIS, the US, and Canada on key issues

    related to the democratization process. The Center also is working closely with leaders of the Russian Federation and other NIS countries on projects

    designed to assist in the transition to democracy and a free market economy.

    Project 1 Environmental Programs

    The Center organized a series of conferences bringing together the environmental ministers of CEE and the NIS to discuss regional environmental problems and solutions. Recently, the ministers signed a series of agreements calling for increased cooperation. The Center is assisting in the implementation of these agreements by developing a list of environmental contacts and establishing a library of environmental legislation to facilitate legislation exchange. A follow-up ministerial meeting is planned to discuss new environmental technologies.

    Project 3 Rule of Law Program

    The Center is currently supporting a wide range of rule-of-law programs in the NIS. The Center co-founded the International Commission for Promotion of Legal Reform in Russia. In cooperation with the Commission, the Center is organizing an international conference for November, 1993, on judicial protection of entrepreneurship and the development of a commercial code.

    NIS Role CHRA promotes and protects the human rights of Jews and

    other persecuted minorities in the NIS through refugee

    appeals as well as Refuseniks and criminal justice reform and advocacy. CHRA also developed and conducts the Criminal Justice Advocacy Institute (CJAI)

    program. The CJAI series, which began in May 1993, consists of training programs to teach NIS criminal justice professionals to implement and operate a rule

    Project 1 Criminal Justice Advocacy Institute (CJAI)

    The CJAI consists of a series of educational programs to teach NIS legal professional how to incorporate international human rights principles and the rule of law into their criminal justice system and to operate in respect of those principles on a daily basis. The program faculty include American, European, Russian, and other NIS experts. The first program was held in St. Petersburg in May 1993; the next till be in moscow, St. Petersburg and Kiev in Fall 193. Programs are videotaped and stenographically recorded. The videotapes and bilingual reference manuals allow the program to be shown across the NIS.

    Project 1 CIPE Assistance to Ukraine

    CIPE supports the Cooperative Societies and Self-Supporting Scientific and Technical Organization (SPURT) to conduct a project that educates legislators and the public about the privatization process and experiences in other countries. The Brokerage Project in Kiev is undertaking a CIPE-funded project to rapidly educate commodity brokers and promote a positive view of commodity exchanges' contribution to the establishment of market prices. The Brokerage Project will develop texts and curricula to train brokers, develop consulting and advisory services, and broadcast information programs.

    SPURT Association, an independent organization made up of cooperatives, enterprise managers and policymakers is one of the first organizations in Ukraine to

    actively support and promote the transition to a market-based democracy in the former Soviet Union. With CIPE support, SPURT take a very straightforward,

    practical approach to supporting the privatization process in Ukraine. The objectives of the project are to influence the drafting of Ukrainian privatization laws and to educate parliamentarians, government officials and managers of private and state-owned firms about different privatization methods and the lessons learned from other countries. In addition information will be disseminated in Ukraine as widely

    as possible through the popular media to help generate public support for the privatization process. Specifically, the project will: expand and improve the Privatization in Ukraine newsletter; invite skilled and experienced foreign experts to lead seminars; contract top Ukrainian consultants to research privatization issues; write case studies of ongoing privatization projects; and produce in-depth reports on privatization and other reforms. The newsletter and reports will be circulated to Ukrainian policymakers, Western experts, state and private sector managers, and members of the media. SPURT would again rely on the Project on Economic Reform in Ukraine (PERU) of Harvard's Kennedy School as project consultant.

    Project 2 CIPE Programs in Ukraine CIPE supports: 1- cooperative Societies and Self-Supporting Scientific and Technical Organizations, an independent organization of cooperatives, enterprise managers and policymakers; 2 - Ukrainian Free Economy Foundation which is developing educational programs and services for commodity brokers; 3 - Lviv Institute of Management which has created the Business Support Center to provide direct services to entrepreneurs; and 4 - the RUKH Economic Coordination Center which aims to disseminate information on the emerging Ukrainian market and to provide consulting services to the private sector.

    Project 3 Lviv Institute of Management

    The Lviv Institute of Management has created the Business Support Center with the goal of increasing the size and preparedness of the Ukrainian private sector by training and providing direct support to entrepreneurs. The Center will provide consulting services on a fee basis to Ukrainian businesses to help develop business plans, market research, and privatization projects. As a complement to this effort, the Center will provide up to 40 training courses focused on accounting, marketing finance, and business law.

    Project 4 Privatization Support in Ukraine SPURT Association is an independent organization consisting of cooperatives, enterprise managers, and policy makers. It is one of the first organizations in Ukraine to actively support and promote the transition to a market-based democracy in the NIS. With CIPE support, SPURT attempts to influence the

    drafting of Ukrain privatization laws, and to educate parliamentarians, government officials, and managers of private and state-owned firms about different

    Project 5 Rukh Economic Coordination Center The Economic Coordination Center was founded by the Popular Movement of Ukraine (Rukh) to work on economic and business proposals submitted to RUKH by foreign firms and Ukrainian entrepreneurs. The Center's principal goal is to assist in the development of the entrepreneurial sector. The Center is currently in the process of moving out of the RUKH structure to form an independent Association of Ukrainian

    Entrepreneurs. The programs aim to build a strong and supportive private sector through the dissemination of information on the emerging Ukrainian market through a variety of delivery mechanisms. The director of the center is Bohdan Rybak.

    Project 6 Regional Programs

    The success of the CIPE-National Democratic Institute (NDI) "Politics of Economic Reform" Conference in November, 1992 in Latvia highlights the need to educate parliamentarians, business representatives, and the media about the interaction of politics and economics in developing and implementing economic reform plans. There is a proposal to replicate the program in Russia and Ukraine to bring together policy makers from each country with a group of Central European policy makers and American experts to discuss the problem of rapid economic policy reform in a democracy.

    Project 7 Ukrainian Free Economy Foundation (UFE) With CIPE support, UFE is helping to remove the constraints on the development of brokerage business and emerging markets through the development of curriculum and texts for education of commodity brokers, training courses for teachers who will train brokers, consulting and advisory services, and broadcast and information programs on exchanges, markets and brokerage activity.

    Gen Purp CNAC is a private, nonprofit institution engaged in

    research planning and analysis in national security and domestic policy affairs. CNAC was originally founded in 1942 as the nation's oldest civilian operations research organization, working primarily for the US Navy. The corporation has expanded its research base to include the areas of economics, social science and political science. It has also diversified its client base to include the Department of Defense, other federal agencies. and the private sector.

    NIS Role CNAC will recruit volunteer US business experts and

    educators to present seminars in marketing, accounting and general business practices. It will work with the AVAKS Center in St. Petersburg, a private company offering business training to retired military officers and their families. CNAC will also arrange for leaders from US communities, such as Norfolk and San Diego, to meet with leaders of the miliary, defense industry and local government from St. Petersburg to discuss how those three institutions work together to develop the local economy.

    CNAC will recruit volunteer US business experts and educators to present seminars at the AVAKS Center in the areas of financial management, personnel management, marketing, advertising, attracting venture capital and how to write a business plan. Volunteers will be asked to prepare two one-hour lectures in their area of expertise during the span of one week (Friday-to-Friday) in St. Petersburg. Additionally, CNAC intends to arrange internships for six of the most promising students with interested US firms. The corporation hopes to find small or mid-size firms who are willing to sponsor these students for two to three weeks.

    Gen Purp The Center for Post-Soviet Studies is a policy-oriented

    organization established to broaden understanding of the rapid changes taking place in the post-ColdWar era. Through retreats, publications and symposia, the Center encourages debate on the nature of the political, economic and social change that has resulted from the end of the Cold War and to identify trends which will shape future global relations.

    NIS Role The Center aims to increase Western understanding of

    the complex events occurring on the territory of the former Soviet Union. The Center conducts briefing and symposia and publishes journals and occasional papers

    to encourage informed debate on developments in the region, to identify emerging trends and to promote a long term, forward-looking approach to the region.     Project 1 Global Security & the Commonwealth Nuclear Estab. The project assesses the issues related to the NIS nuclear establishment and their impact on global security. In an effort to shape US policy toward the regions nuclear establishment, the Center provides in-depth analysis to US policy makers on the

    political, economic and social consequences of

    reforming and aiding the nuclear complex in the NIS. The project also attempts to assess the potential for

    proliferation of nuclear material and expertise. The current phase of the project focuses primarily on monitoring and studying the course of negotiations on the arms reduction treaties in the former republics.

    Gen Purp The Children of Chornobyl Relief Fund is committed to

    providing appropriate medical care to the innocent victims of Chornobyl. As a non-profit charitable organization, it has been one of the most effective

    channels of medical aid to Ukraine. CCRF has completed ten airlifts carrying more than 700 tons of medical supplies valued at $32 million dollars, which were delivered directly to the hospitals and clinics

    treating the children. CCRF sponsors several

    hospitals and clinics in various regions of Ukraine including Kyyiv, Kharkiv, Lviv, and Luhansk.

  • In an effort to promote voluntary initiatives in
  • Ukraine, CCRF's neonatology program works with
  • established women's groups to reach out to women in high risk areas. By providing necessary prenatal and neonatal care.

    Project 2 Physician Training Program

    CCRF's program brings laboratory technicians and other medical staff to the US for training in modern medical practices. To date, CCRF has overseen the completion of 13 such fellowships ranging from cardiology,

    hematology, and pediatric care among others.

    Gen Purp An international, nonprofit, non-sectarian,

    humanitarian organization, Christian Children's Fund was founded in 1938 and is dedicated to serving the needs of children worldwide through person-to-person assistance programs.

    NIS Role The organization expanded its global mandate to CEE/NIS

    in 1990 with the creation of Child Europe in Geneva, Switzerland. In addition to a sponsorship plan, christian Children's Fund is providing funds and supplies, including medical supplies, to children in Poland through Polish church-run charities.

    Project 1 CCF Child Europe Sponsorship Plan

    Christian Children's Fund uses the sponsorship plan to help provide continuous care along with a person-to-person relationship in which sponsor and child can relate to each other as real human beings. Assistance is provided to youngsters in Family Helper Projects, children's homes, vocational training centers, elementary and secondary schools and other types of projects. The goal is to make each child a contributing member of his or her own society.

    liberal arts colleges and universities in the US and Canada. The association assists member institutions in cultivating communities of educational excellence and responsible global citizenship.

    NIS Role The Coalition signed a protocol with the State

    Committee for Science and Higher Education in

    the Russian republic in October, 1990 which outlined five areas of cooperation in higher education: the development of undergraduate student exchange

    programs; the development of faculty exchange programs; translation of curricular and textbook materials; enhancement of Russian and English language instruction; and "joint research projects."

    Gen Purp Domestically, CRWRC responds to the ongoing needs of

    the poor via church deacon networks. It provides disaster relief (reconstruction, advocacy, counselling) through volunteer teams.

    Internationally, CRWRC undertakes institution-building through consultants working with indigenous development organizations; primary health care,

    agricultural and literacy programs at the village level; and has some ability to respond to disasters.

    NIS Role CRWRC is currently investigating possible action in

    Ukraine and expanded action in Romania. Activates would probably involve consultants working with

    communities and/or church-related groups for specific needs (small business management, for example).

    Previous CRWRC activities in NIS involved shipment of medicines through the Armenian mission society; grain shipment in Ukraine and shipment of medical supplies to Russia.

    This project provides for the shipment of medical supplies and some foodstuffs to Russia. The

    distribution will be handled by local Christian church organizations. It is aimed primarily at elderly pensioners and large families, with one quarter of the shipments being set aside for Army families. There is
