Russian authorities say they know where Yaponchik, a Russian underworld boss imprisoned in the U.S., has his bank accounts. So claims Vyacheslav Kokunov, deputy director of the Russian Federal Currency and Export Control Service (CECS), who recently visited the U.S. with an inter-ministerial delegation.

According to news reports Mr. Kounov said money of Vyacheslav Ivankov, nicknamed Yaponchik or Little Japanese, measures "tens of millions dollars."

Even though the location of his accounts has been known to Russian law enforcers, until now, the money could not be claimed by the Russian government becauue there are provisions for making such claim under Russian law. A deal has been struck with American authorities to allow Russia's legitimate claim for the money Ivankov siphoned off abroad.

Kukonov was quoted as having siad, "For the first time we have found a full understanding at a working level. This is a breakthrough, We have agreed to cooperate on the available legislative basis. The essence is to carry out financial probes through arbitration courts, civil actions without sending cases to criminal justice,"

Kokunov further claimed that the Russian government, in particular his service, had been permitted to stand as a claimant in U.S. arbitration courts.

According to news reports, Kukonov said that he could file leal action to claim money for the Russian government. Kokunov is said to have described the U.S. visit of the CECS delegation as very successful.

News reports claim that a Russian-American memorandum is to be signed by the end of this year on cooperation in personnel training and exchanges of confidential information.

ccording to news reports Kokunov stated that the memorandum is expected to pave a way for implementation of a drafted Moscow-Washington accord on reciprocal legal assistance.

No mention was made of the estimated $350 billion dollars held in Western bank accounts by Russian nationals who are elected officials of Russia and which presumably are also removed from Russa in contravention of Russian law. Apparently these laws are applied selectively.
