A 50% devaluation would wipe out every bank in Russia except the government owned Sberbank, the state savings bank. Such a drop from 6.23 rubles to 9.34 rubles is unavoidable.

* Yesterday, on the 17 of Aug 1998 the Central Bank of Russia claimed the ruble will be changed on the rates from 6.5 to 9.5 / per one US $ !!! (Russian Central Bank is still afraid to admit the rubles devaluation.)

* About three weeks ago you predicted the rubles devaluation precisely, and more - you took the liberty to said this process is UNAVOIDABLE !!! And indeed that's happened yesterday. Unbelievable.

I understand if it can't be any answer on my questions as follow: Is it the result of analyse the Russian's financial situation you did, or is it the result of some kind of the confidential information you had ? Or may be you have some universal secrets how to evaluate the situations on the markets ?

Subject: Dr. Palm's Essays

I enjoyed reading your essays about Russia. Your deep understanding of the situation in that part of the world genuinely surprised me. I especially agree with your views described in "Russia Does Not Want Investments". It'll probably take Russians a while to comprehend true meaning of investments and eliminate "free lunch" mentality.

It seems that your essays are well suited for educated, active Russian people interested in gaining basic understanding of Western finance. I think that many young Russian people could greatly benefit from your knowledge if you translated these and other materials in Russian and put them on your WEB site. Commentaries from all interested parties, questions and discussions in both languages would also enrich your quite informative site.

I sincerely appreciate your contribution to the development of normal economy in C.I.S. and wish you all the best in your efforts.

Dear Mr. Pyotr Johannevich,

Having recently read all your contributions to the Johnson's Russia List, I have come to appreciate your approach which is far from those narrow-minded "kremlinologists" who are preoccupied by "power games" at the top and have never seen experience and suffering (as well as unique features) of the Russian society at large. It is, unfortunately, rather rare nowadays, that somebody is willing and able to integrate an attitude of an informed analyst and, at the same time, be guided by some ethical principles. On the issue of the predicament of the Russian population, you are absolutely right in maintaining that "a complete abandonment of all principals of social justice, has effectively excluded the population from participation in the economy." Dear Mr. Pyotr Johannevitch, I consider your vision of Russia to be exceptionally insightful and relevant, comparable to that of Solzhenitsyn, but unlike him, you present an analysis which is economically sound and from a modern perspective. I am convinced that this vision deserves to be shared and promoted (I am trying to make my own little contribution to this) with the wider public and policy-makers. I believe (I would like to believe) with you that "we are in the process of structuring a new world view reflecting this new [anti-me-first] awareness;" this process has been, however, very slow.

Dear Dr. Van de Wall-Palms:

I thought your recent response to Balsi was right on target. I don't know why when it comes to Russia that people just can not see the very simple truth of what you were saying. I have long had the same thought: they all started off pretty much at the same income and wealth levels, and then a small percentage of them, without producing anything or adding anything to the national wealth end up with 90% of it. As you said the instrument used to do that was inflation. Now that inflation has done its dirty work, they set out to cure inflation. and they are doing it by simply not paying the workers and pensioners (whose skins they have already taken).

What a wonderful coincidence to run across your web page as I sit here doing research. To refresh your memory, we collaborated jointly on a bid to USAID on a Privatization Information RFP back in Spring 1994. I was with the Koltai Group (Dr. Leslie Koltai) in Ventura, CA and I flew up to Seattle to meet you. We attended the USAID conference and had lunch together. I then spent Aug. 1994 - Aug. 1995 living in Belarus working for the International Finance Corporation (member of the World Bank Group) on a Small-Scale Privatization Project. I am now back in the U.S. attending the Stern School of Business at NYU and will receive my MBA next May. As for the big "summer internship", I am being recruited by many of the big investment banking firms and find myself leaning towards a Salomon Brothers position at their European headquarters in London. Dear Mr. Palms--

Your detailed comments on the "Program of the Transition Group" reached me via a posting of Franticek Nepil. I found them very interesting, and in fact I agree with at least 95 percent of what you say, maybe more, on the basis of 6 years living here in Moscow, teaching business and economics to Russians, and trying to run a small business. I often contribute to the Moscow Times, a good forum to circulate ideas like yours. Would you have any interest in restating your comments in the form of a 1000 word editorial for them? I could forward it to the editor, whom I know fairly well, and he would likely publish it. Alternatively, if you don't have time to get around to doing it, would you object if I made your views (attributed, of course, unless for some reason you object) the subject of one of my own columns for the Moscow Times? I've just put a subscription in to your list to see what other interesting ideas might be floating around there.

Dear Dr. Palms,

I've been really impressed by your thorough and comprehensive message - which was actually a whole workbook rather than just a letter! It took me really awhile to read it - but it was worth it. Thanks a lot for your time!

Your questions are practically a complete questionnaire! I believe that your advices and hints can be a real treasure for local business people going to step into the international market. We'll do our best to have those translated and delivered to whoever it might concern!

Since I used to work as director in a local ad agency /for 12 months/ - I still have good relations with local mass media - I think many of them will be just happy to publish some of your economical reviews and surveys. I also work as a consultant at a local private radio AM station - I'm sure they're just hunting for thoughtful business info.

Unfortunately I don't have access to WWW - neither I have ftp facilities -

You seem to possess a precious view of our business environment from INSIDE - unlike many other foreign business people!

Do you think you could be interested in us presenting local companies to you that seek to set up foreign contacts or enter the international market, etc.?

What else do you think we might be of help to you?

I am also aware that you served as a venture capital consultant to the U.S. Department of Commerce Minority Business Development Agency in 1982 and 1983 for a total payment of $162,000. In conection with these services you reported securing in excess of $4 million in equity financing, $3 million in debt financing and providing marketing assistance which generated over $5 million in new sales for client companies.

Dr. Palms continues to travel in the Soviet Union and lecture at the Moscow and Leningrad Business Schools. He has standing invitations to make such appearances in several of the Soviet republics and is very much sought after. His visa is routinely approved. He is well known to at least 200 of the top level business managers of the Soviet corporations and has proven himself extremely effective in assisting soviet industry in transitioning from military manufacturing to consumer goods manufacturing through investment. He is well respected and considered influential in these matters. His relationship with the Ministry of Finance, Vneshekonombank, Moscow City Council and other State agencies continue to be constructive and productive.

We therefore recommend his work, which has proven very satisfactory and I will continue to use his services. This may be confirmed by direct dial fax to moscow at 7-095-207-00-08 or tel: 207-00-03

Dear Dr. Palms

Let me say how much I enjoyed our private meeting in Amsterdam and meeting a real entrepreneur with in depth hands on experience from investing in Russia. Your experience is unique and valuable.

The "Debt for Equity" swaps mentioned in your letter and discussed between yourself and the "London Club" represented by Deutsche Bank could in the future be of interest to us on a case-by-case basis.

Potential cooperation between us could be started out on a practical level. For example, when EBRD identifies investment opportunities in Russia, we could send you a summary. You could then explore with your network their interest. Please let me know if this is of interest to you.
