On July 29, 1998 Dr. Palms wrote: Russian Banks have amassed $355 billion in outstanding forward dollar contracts, more than three times the combined assets of the entire banking system. A 50% devaluation would wipe out every bank in Russia except the government owned Sberbank, the state savings bank. Such a drop from 6.23 rubles to 9.34 rubles is unavoidable.


* Yesterday, on the 17 of Aug 1998 the Central Bank of Russia claimed the ruble will be changed on the rates from 6.5 to 9.5 / per one US $ !!! (Russian Central Bank is still afraid to admit the rubles devaluation.)

* About three weeks ago you predicted the rubles devaluation precisely, and more - you took the liberty to said this process is UNAVOIDABLE !!! And indeed that's happened yesterday. Unbelievable.

I understand if it can't be any answer on my questions as follow: Is it the result of analyse the Russian's financial situation you did, or is it the result of some kind of the confidential information you had ? Or may be you have some universal secrets how to evaluate the situations on the markets ?

Having recently read all your contributions to the Johnson's Russia List, I have come to appreciate your approach which is far from those narrow-minded "kremlinologists" who are preoccupied by "power games" at the top and have never seen experience and suffering (as well as unique features) of the Russian society at large. It is, unfortunately, rather rare nowadays, that somebody is willing and able to integrate an attitude of an informed analyst and, at the same time, be guided by some ethical principles. On the issue of the predicament of the Russian population, you are absolutely right in maintaining that "a complete abandonment of all principals of social justice, has effectively excluded the population from participation in the economy." Dear Mr. Pyotr Johannevitch, I consider your vision of Russia to be exceptionally insightful and relevant, comparable to that of Solzhenitsyn, but unlike him, you present an analysis which is economically sound and from a modern perspective. I am convinced that this vision deserves to be shared and promoted (I am trying to make my own little contribution to this) with the wider public and policy-makers. I believe (I would like to believe) with you that "we are in the process of structuring a new world view reflecting this new [anti-me-first] awareness;" this process has been, however, very slow.

I thought your recent response to Balsi was right on target. I don't know why when it comes to Russia that people just can not see the very simple truth of what you were saying. I have long had the same thought: they all started off pretty much at the same income and wealth levels, and then a small percentage of them, without producing anything or adding anything to the national wealth end up with 90% of it. As you said the instrument used to do that was inflation. Now that inflation has done its dirty work, they set out to cure inflation. and they are doing it by simply not paying the workers and pensioners (whose skins they have already taken).
